RESOLUTION AUTHORIZING APPRAISALS AND NEGOTIATIONS
TO PURCHASE PROPERTY FOR PUBLIC PURPOSES
WHEREAS, The City of Hugo, hereafter the "City", is desirous of purchasing
approximately 75 acres (the property) for accommodating civil defense
siren location, wetlands preservation, access to Rice Lake WMA, additional
public park, community center building, library site, sand gravel storage,
equipment storage facility, recycling center, and future fire station
sitev as necessary, and
WHEREAS, The City desire that the property be served by access to surfaced
collector or arterial roadway; and
WHEREAS, The City is desirous of providing the property in a close
proximity to the City's Municipal Urban Service Area; and
WHEREAS, The City has determined that the property described as the N 1/2
of the NE 1/4 of Section 28, T31Nv R21W meets the foregoing requirements;
and
WHEREAS., the use of the property and its acquisition is consistent with
the City's Comprehensive Plan and Zoning Ordinance, and
WHEREAS, The Council has determined that numerous public purposes exist
for acquisition of the property; and
WHEREAS.. The City is desirous of purchasing the property by use of
installment -purchase contract bond proceeds; and
WHEREAS, The Council is desirous of acquiring the property prior to June
30, 1990;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO,
WASHINGTON COUNTY, MINNESOTA AS FOLLOWS:
1. The City shall proceed to enter into a contract for the preparation of
a preliminary appraisal for the value of the property owned by the
White Bear Rod and Gun Club and Stella M. Quinehan, as their interests
appears, identified as the N 1/2 of the NE 1/4 of Section 28, T31N,
R21W, Washington Countyv Minnesota, the exact legal description and
ownership to govern.
2. The City Attorney, Charles Johnson, is hereby authorized to proceed
with negotiations for the purchase of fee title for the property
describedo based on the value as determined in the preliminary
appraisal.
Upon roll call, members voting AYE: Mike McAllister, Tom Jesinski, Bob
Olson, Deane Vail, and George Atkinson
Voting NAY: NONE
Whereupon said resolution was declared passed and adopted this 2nd day of
