RESOLUTION APPOINTING FINANCIAL CONSULTANTS AND
AUTHORIZING FINANCING AND PURCHASE OF LAND FOR
PUBLIC PURPOSE.
WHEREAS, The City is desirous of using the Washington County HRA for
the sale of bonds to finance an Installment Purchase Contract; and
WHEREAS. The City Council has authorized negotiations for the
purchase of a 75 acre tract of land for public park and related
facilities; and
WHEREAS, The City Council has authorized the City Attorney to proceed
with negotiations for the purchase of fee title for the property described
as the N 1/2 of the WE 1/4 of Section 28» T31N, R21W, except the Easterly
five acres thereof; and
WHEREAS, A quick taking of this property is essential to the
financing options available to the City; and
WHEREAS, The estimated financing cost is determined to be
approximately $225,000.00-1
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUG0,
WASHINGTON COUNTY, MINNESOTA AS FOLLOWS:
1. The firm of Juram & y1mmdy be appointed as fiscal agents for the City
regarding the sale of Installment Purchase Contract bonds.
2. The law firm of Briggs and Morgan be appointed as bond counsel.
3. The City Council authorizes the condemnation of the property in
qmestion» and the taking of said property for public purposes, if a
negotiated settlement cannot be reached within 60 days, more or less.
4. The City Administrator be and hereby is authorized to proceed with the
financing of this land/building purchase, and he shall provide
direction to the City Attorney with regard to the negotiated purchase
or condemnation of said property.
Upon roll call, Council members voting AYE: McAllister, Jesinski, Olson.,
Vail, Atkinson
Voting NAY: NONE
Whereupon said resolution was declared
April, 1990.
