HomeMy WebLinkAbout1989.01.17 RESO 1989-0003RESOLUTION 89-3 RESOLUTION REQUESTING LEGISLATIVE ASSISTANCE TO ALLOW FOR THE FUNDING OF ROAD IMPROVEMENTS IN THE CITY OF HUGO. WHEREAS the City of Hugo consists of 36 square miles within the corporate limits and; WHEREAS the City has in excess of 50 miles of municipal roadway that are classified as gravel roads within the metropolitan area and; WHEREAS the legislature has stripped municipalities with a population greater than 2,500, but less than 5,000, of their ability to levy taxes for the purpose of making capital improvements to roadways by mandating tax levy limits and; WHEREAS the City of Hugo is beginning to feel urban growth without the ability to fund basic, essential services such as improved streets and; WHEREAS economically, politically, and legally, it is extremely difficult to improve municipal roadways and assess 100% of the improvement cost to abutting property pursuant to Minnesota Statutes Chapter 429 and; WHEREAS the City of Hugo is subject to tax levy limits and is not eligible for Municipal State Aid Street Assistance as per M.S. Chapter 162.09; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGOV WASHINGTON COUNTY, MINNESOTA: That the City Council of the City of Hugo requests the assistance of Senator Gary Laidig, Representative Doug Swenson, and other legislators to amend Minnesota Statutes Chapter 162.09 to make Metropolitan cities eligible for MSA Financial Assistance if said communities meet the following criteria: 1. Are subject to tax levy limits. 2. Are within the Metropolitan area as defined by the Metropolitan Council. 3. Has in excess of 15 miles of unimproved municipal roads within the community. BE IT FURTHER RESOLVED THAT If significant opposition to this legislation is experienced, that an alternate approach be considered that would allow cities subject to tax levy limits, but not eligible for MSA Funds, a special levy equal to an annual MSA allotment if they were eligible under the current law.
