HomeMy WebLinkAbout1989.03.06 RESO 1989-0006RESOLUTION 1989-6 RESOLUTION AUTHORIZING CREATION OF THE FINANCE DIRECTOR POSITION AND FILLING OF SAID POSITION WHEREAS, The City Council acknowledges the need to improve it's accounting and financial control system to deal with growth and required changes in the City finance department, and WHEREAS.. The City's auditors, in their 1988 audit report, cite the need for providing financial assistance to the clerical staff upgrading of the city's accounting system, and WHEREAS, The Council's priorities for 1989-90 cite the need to upgrade the staff in the area of financial management; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA AS FOLLOWS: 1. The position of finance director be in and hereby is created and the job description for said position is approved and maintained on file in the office of the city clerk. 2. Mr. Ronald Otkin be employed as finance director for the City of Hugo effective April 3, 1989 subject to the following conditions of employment: A. Employee shall be classified as a regular part-time employee, and shall be eligible for employee benefits. B. Employee shall be permitted to work a flexible schedule involving evenings, weekends, and a normal work week as approved by the city administrator. C. Employee shall be paid at the rate of $10.00 per hour for the employment period from April 3, 1989 to December 31, 1989. D. Employee to be paid at a rate of $11.00 per hour for the period beginning January 1. 1990 through December 31, 1990. E. This employment arrangement shall be subject to extension through 1991 if agreed upon by the employee and the employer. F. Employee shall be provided health insurance, as offered through the city's group health plan, subject to employee payment of 10% of the premium cost. G. Employee shall be provided sick leave to be accrued at the rate of eight (8) hours for every 173 hours worked. H. Employee shall be provided up to $300.00 annually for tuition reimbursement for job-related courses taken during employment with the city as per the city's personnel policy, Subd. 25E. I. This employment arrangement shall be subject to the satisfactory performance of the employee within the scope of the city's personnel policy, and may be terminated prior to the designated December 31, 1990 date for just cause as per Subd. 23 of the city's personnel policy. ATTEST: ' � °- creager, C& Clerk CITY OF HUGO - JOB DESCRIPTION -,3sition Title: Finance Director Department: Finance Position Objective:Under general administrative direction, to plan, organize, and direct financial activities of the City, and to do related work as required. DUTIES AND RESPONSIBILITIES: 1. Establish, maintain, and coordinate the accounting and financial systems of the City. 2. Directs fiscal planning. 3. Performs internal control and audit review. 4. Directs the collection and investment of city funds. 5. Conducts budgetary control operations. 6. Prepares cash flows and financial reports for the city administrator. 7. Directs payroll operations. B. Directs sales tax administration. Directs utility billing functions. 10. Reponsible for maintenance of all utility accounts. 11. Supervises related clerical staff. 12. Directs data processing activities. 13. Responsible for risk management. 14. Supervises special assessment records and searches. 15. Supervises preparation of municipal budget. 16. Responsible for staff training as it relates to fiscal management. 17. Prepares utility rate analysis. 18. Performs other duties as required. KNOWLEDGE AND SKILL REQUIREMENTS: 1. Knowledge of the principle and practices of accounting and auditing. Knowledge of the principles of public finance administration. 3. Knowledge of municipal accounting. taxation, and revenue management. ^ ^ ° JOB DESCRIPTION - FINANCE DIRECTOR Page 2 . Ability to compile and analyze financial reports. 5. Ability to make accurate revenue statements. 6. Ability to devise and install procedures covering financial and purchasing operations. 7. Ability to establish and maintain effective working relationships with the City Council, city staff, and general public. 8. Ability to operate and input computer data. 9. Ability to effectively communicate, both orally and in writing. TRAINING AND EXPERIENCE REQUIRED: 1. Any combination equivalent to graduation from college in accounting or business administration or related field, and two years responsible experience in governmental accounting work.
