HomeMy WebLinkAbout1987.03.16 RESO 1987-0033RESOLUTION 1987- 33 RESOLUTION APPROVING RECYCLING CENTER AGREEMENT WITH HUGO BOY SCOUT TROOP 151. WHEREAS, Minnesota Statutes require that municipalities comply with county objectives regarding waste reduction, source separation, and processing and, `WHEREAS, the City is desirous of taking steps toward compliance with the Washington County Waste Management masterplan, Chapter 6 as it relates to source separation and, WHEREAS, in the fall of 1986 Boy Scout Troop #151 presented a proposal to the Hugo City Council regarding their intent to provide a recycling center to serve the Hugo area; NOW, THEREFORE, BE IT RESOLVED: By the City Council of the City of Hugo, Washingotn County, Minnesota that Boy Scout Troop #151 of the City of Hugo be herein authorized to operate and maintain a recycling center on City property located at 5970 170th St. in the City of Hugo, subject to the following; 1. The term of this agreement shall be from January 1, 1987, to December 31, 1988. 2. The scope of services includes but is not limited to the acceptance, storage, processing, transportation, and recycling glass, tin cans, scrap aluminum, news print, beverage cans. 3. The recycling center will be operated by Boy Scout Troop #151 and open to the public on Saturday mornings from 9:OOA.M. to 12:00 Noon with a drop box being available after hours. 4. Boy Scout Troop #151 will keep in force liability insurance to cover operation of the facility located on City property and the City agrees to provide insurance as required by its recycling agreement with Washington County. 5. All existing and new buildings constructed on site shall be the prop- erty of the City of Hugo. 6. Troop #151 agrees to promote public awareness and the need for recycling and use of their recycling center as outlined in their plan of operation. 7. The City of Hugo agrees to pass through the 1987 Washington County grant in the amount of $1,189.00 as per the City's memorandum of agreement with Washington County.to Troop #151. 8. Troop #151 agrees to maintain necessary records to account for the ex- penditure of funds provided them as well as tonnage documentation to complete reports for a Metro Council tonnage Payment program. Upon roll call, the following Councilmembers voted AYE: Bob Olson, Theodora Peltier, Arthur Potts, Deane Vail, George Atkinson The following Councilmembers voted NAY: None Whereupon said Resolution was declared passed and adopted this day of 1987.
