RESOLUTION 1987-35
A RESOLUTION REQUESTING THE MINNESOTA DEPARTMENT OF
TRANSPORTATION CAUSE SPEED ZONE STUDY ON IRISH AVENUE
WITHIN THE CITY OF HUGO.
WHEREAS, pursuant to Minnesota Statute 169.14, the Commissioner of
the Minnesota Department of Transportation has the sole authority to
establish speed limits on all streets in the State of Minnesota, after
conducting necessary engineering and traffic analysis, and
WHEREAS, Irish Avenue, starting at 122nd Street North to 130th
Street North, 130th Street North to County Road 8A, in the City of Hugo,
currently has an authorized speed limit of 55 mph, and
WHEREAS, excessive speed of automobiles, trucks, and motorcycles,
together with increased traffic, and the number of children and other
residents utilizing this street, may warrant a lower speed limit.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hugo, that the Commissioner is hereby requested to perform the necessary
engineering and traffic analysis studies on Irish Avenue North, starting
at 122nd Street North and continuing north to 130th Street North, then
continuing east on 130th Street North to County Road 8A, and issue an
order for a reduced speed for this road.
BE IT FURTHER RESOLVED, that a certified copy of this Resolution
be forwarded to the appropriate office of the Minnesota Department of
Transportation.

Dear Ms. Creager:
SUBJECT: Speed Zoning
City of Hugo
Irish Avenue
We have completed an engineering and traffic investigation on Irish
Avenue as requested in a letter dated May 19, 1987 and a resolution
dated May 18, 1987. Following is further explanation of the matters
discussed with you in a telephone conversation on July 10, 1987.
Due to the unstable nature of the gravel surface and the rural
characteristics of Irish Avenue, we would be unable to recommend to
the Commissioner of Transportation to authorize the posting of a numerical
speed limit. It is our opinion that a speed zone other than statutory
cannot be justified.
Speed on Irish Avenue may then be governed by the basic rule as stated
under the Minnesota Statues 169.14 which reads in part as follows:
"No persons shall drive a vehicle on a highway at a speed greater
than is reasonable and prudent under the conditions and having regard
to the actual and potential hazards then existing:"
It is felt that the use and installation of appropriate warning signs
would be much more effective in warning and informing motorists of the
existing conditions. We feel that conditions may warrant the installation
of "Turn" signs (W1-1) and "Advisory Speed Plate" signs (W13-1) in advance
of the turn in the road at 130th Street. We feel that an advised speed
of 20 miles per hour would be appropriate. These signs will warn
motorists of the coming topographical changes and will enable them to
make a reduction in speed.
