RESOLUTION APPROVING JOB DESCRIPTIONS
BE IT RESOLVED BY THE CITY COUNCIL of the City of Hugo, Washington
County, Minnesota, that the job descriptions for city clerk/treasurer,
deputy clerk/secretary, and code enforcement/building inspector are hereby
adopted and shall be placed on file in the office of the city clerk.
Upon roll call, the following members voted AYE: Theodora Peltier, Robert
Olson, Deane Vail, George Atkinson

CITY OF HUGO - JOB DESCRIPTION
Position Title: City Clerk/Treafsurpr
Department: Administration
Position Objective: To provide technical recordkeeping services and
prepare detailed reports to insure compliance with
federal, state, and local laws.
DUTIES AND RESPONSIBILITIES
1. Develops and maintains general ledger.
2. Posts case receipts and disbursements.
3. Maintains vacation and sick leaves records.
4. Prepares payroll data input and reports.
5. Reviews and prepares checks for accounts payable.
b. Reconciles checking account.
7. Assists in preparation of monthly and quarterly financial reports.
B. Posts checks to accounts.
9. Issues licenses and permits.

1. Knowledge of modern practices as they apply to the preparation and
care of files and records.
2. Knowledge of the requirements pertaining to the conduct of elections.

Planning and Zoning
To perform a wide variety of difficult clerical
billing, typing, and computer input tasks.
DUTIES AND RESPONSIBILITIES
1. Assist in the development of office procedures.
2. Gathers data in preparing reports.
3. Sets up and types complex statistical tables and reports.
4. Types letter, agenda, and other materials.
5. Maintains planning and zoning filing system.
6. Takes and transcribes dictation.
7. Prepares Planning Commission packets and takes minutes.
S. Sorts and distributes mail.
9. Responsible for billing of utility accounts.
10. Maintains utility records.
11. Sends disconnect notices.
12. Sends miscellaneous utility mailings.
13. Responds to inquiries regarding utility accounts and other related
matters.
14. Issues building permit forms and prepares reports.
15. Reviews planning and zoning materials when submitted with the appro-
priate application.
16. Answers phone and assists at service counter.
17. Directs citizens to appropriate departments or personnel for assis--.t.-

CITY OF HUGO - JOB DESCRIPTION
Position Title: Code Enforcement/Building Inspector
Department: Code Enforcement
Position Objective: To provide technical inspection services which
will assure the City building, plumbing, zoging,
and related codes and policies are efficiently,
effectively, and equitably enforced throughout the
City.
Duties and Responsibilities:
1. Assists with and reviews permit applications and accompanying
documents for completeness and accuracy.
2. Assists applicants, contractors, and others in interpreting,
understanding, and conforming to construction/zoning codes.
3. Reviews building and development plans involving all aspects of
construction for compliance with the applicable codes.
4. Reviews permit applications to assure that they accurately ref*lect
work anticipated and corrects inconsistencies when found therein.
5. Maintains daily inspection and related records in an up to date and
orderly fashion to expedite departmental record keeping procedures.
6. Investigates complaints filed with the City regarding construction and
zoning codes and takes appropriate action to secure correction of the
problem and transmits correction action to appropriate parties.
7. Routinely travels throughout the City and takes necessary corrective
action when code violations are observed.
S. Investigates and collects data regarding problems, involving private
sewers, water systems, zoning administration issues, and building
maintenance matters.
9. Keeps inspectors and other officials advised of significant
information necessary for satisfactory completion of departmental
affairs. Remains familiar with new materials, equipment, methods of
construction, and changes in the code to assure that the codes are
administered in a fair and effective manner.
10. Conducts inspections an all permitted construction work involving
building, mechanical, plumbing, and fire protection systems, in new
and existing structures to assure work is performed consistent with
applicable codes and ordinances.
11. Identifies and advises permittee of specific code deficiencies and
advises permittee of appropriate correction methods.
12. Reviews and inspects site for corrective actions to assure that
violations have been remedied in a timely manner.
13. Invokes legal actions to insure correction of violations where
cooperative measures have failed.
14. May be required to serve as street maintenance supervisor at various
times of the year for the purpose of directing proper road
maintenance.
15. May be required to perform other duties as required by the City
Administrator.
PERFORMANCE CRITERIA:
1. Inspection scheduling to maximize the number of inspections per day.
2.. Conduct scheduled inspections at appointed times.
3. Contacts with homeowners and contractors to be accomplished in a
tactful and businesslike manner encouraging cooperation with code
compliance.
4. Maintain -complete and appropriate records and provide needed
information to departmental secretary in an orderly fashion once an
inspection is completed.
5. Inspections reflect broad knowledge of applicable codes.
KNOWLEDGE AND SKILL REQUIREMENTS:
1. Must be able to communicate effectively, orally, graphically, and in
writing. Must be physically able to conduct necessary inspections in
a safe manner both above and below ground level of construction sites.
2. Must have a valid Minnesota Class C drivers license.
3. Must have demonstrated ability to develop and maintain working
relationships with owners, developers, contractors, and the general
public.
TRAINING AND EXPERIENCE REQUIRED:
I. Completion of high school, trade school or equivalent education and
experience.
2. Thorough knowledge of construction codes and ability to interpret
zoning regulations.
3. Must have state building certification.
