A RESOLUTION ESTABLISHING A MUNICIPAL CHART
THE MAYOR Presides at official meetings.
(Acting Mayor, if absent) Serves the taxpayers and public.
Answers to all the above.
Communicates with the presiding officer.
THE COUNCIL Serves the taxpayers and public.
Answers to the voters Electing them.
Governs the City.
DEPARTMENT HEADS The Mayor's office acts, as directed by
the majority vote of the Council, and
as authorized and required by law.
All other department heads will communicate
with the Mayor's office, which will advise
them of Council directions. The Mayor should
not be required to exercise the statutory
powers of the Mayor's office to communicate
or intervene in any department.
EMPLOYEES Communicate problems associated with your
department or the City, with your supervisor
first.
TAXPAYERS Watch all the above and demand accountability.
OFFICIAL NEWSPAPER Observe all of the above and communicate your
view of all the above.
