POW/MIA RECOGNITION DAY PROCLAMATION
WHEREAS: Our nation has fought in many wars and thousands of Americans have
served in those wars, were captured by the enemy or became Missing in
Action; and
WHEREAS: Over 2,500 such men and women were left officially unaccounted for
when the conflict in Southeast Asia ended, including 46 Minnesota men; and
WHEREAS: 389 men were officially left unaccounted for when the Korean conflict
ended; and
WHEREAS: The American government is still receiving reports that indicate the
possibility that many others are still alive and being held thus creating
a situation many citizens of Minnesota consider unbearable; and
WHEREAS: President Ronald Reagan has defined 'bur common quest as the return of
all POWs, the fullest possible accounting for those still missing, and the
repatriation of the remains of those who died serving our nation"; and
WHEREAS: President Reagan has made these goals "the highest national priority"
and has "committed the full resources of our government" to achieving
these goals; and
WHEREAS: This nation now enjoys the blessings of peace because of all its
veterans and their dedication to duty, honor and sacrifice, and because
we recognize this special debt we owe these Prisoners of War and Missing
in Action; and
WHEREAS: POW/MIA organizations, veterans groups and all concerned citizens have
requested that a Saturday in April be set aside for all Minnesotans to gather
to show their support for a speedy solution to this unresolved POW/P1IA
situation;
NOW, THEREFORE, I , J� )?1 ,L .,a a L- #7C,411:5 k/L, Mayor of the City of ,
in the State of Minnesota, do hereby proclaim Saturday, April 9, 1983 to be
POW/MIA RECOGNITION DAY
and have prepared this proclamation for my signature and disseminate the same.
Further, I urge all citizens to show their support for these Vietnam Veterans who,
even while still missing, are still serving their country.
IN WITNESS WHEREOF: I have hereunto set my hand and caused the Great Seal of
our community to be affixed this (date of signing).

vetetams 0rgani.z4tions and organizations concerned about POW -MIA's are planning a
recognition ceremony on April 9, 1983, on the steps of the State Capitol, at 1:00 p.m.
Gove.rn.6e-:'Perpich has signed a proclamation designating Saturday, April 9, 1983 as
Pd1-h11A (Phisoners Of War & Missing In Action) Recognition Day, to coincide with
the hbil0dal observance on that day.
` Ne WAnt the entire state to participate in recognizing that we have 2,500 unaccounted
for in tOutheast Asia," Main said. "We also have over 300 from the Korean War who have
h6ver:,been accounted for. In addition to remembering the MIA's, we want to offer our
thanks to the POW's for the sacrifices they made."
Several re.leted.events will take place the week of April 9. A Ceremony sponsored by
tHj t6fget60le-Not organization is planned in Fairmont on April 9. Earl Hopper, one of
this n3rcj,pi.zbes of the National League of Families of POW -MIA's and a member of delegatior
td 6bU!he`ast Asia to secure release of prisoners and remains, will be in the Twin Cities
to:r-meet.with various groups. He will participate in the Fairmont ceremonies.
KTCA-TV, Channel 2, will present a one-half hour live audience participation show on
POW-MIArS the evening of April 7, at 7:00 p.m. An additional half-hour of that
presentatibn will be shown on April 8, in the same time slot. People who wish to be in
the audience should be at the studio not later than 6:15 p.m. on April 7.
Maln stated that efforts are under way to get statewide recognition on April 9. "We
are asking organizations around the state to plan ceremonies," he said. "We are also
suggesting that a proclamation similar to the one signed by the Governor be issued
by Mayors."
