HomeMy WebLinkAbout1983.11.07 RESO 1983-16+�r RESOLUTION 1983-16 A RESOLUTION ADOPTING A PERSONNEL POLICY FOR THE CITY OF HUGO. The personnel policy adopted June 4, 1979, is hereby cancelled and replaced by the following: 1.0 DEFINITIONS 1.1 Standard workweek shall consist of one of the following: 1.1A Working forty (40) hours per week. 1.1B Working the number of hours per week that is equivalent to, or more than, the set business hours of City Hall. 1.1C Working the number of hours per weekthat the City Council has set forth for a position that the said Council has classified as a permanent full-time position. 1.2 Permanent full-time employees are those who work the standard workweek year around on a fixed or established schedule. 1.3 Permanent part-time employees are those who work less than the standard workweek on a fixed or established schedule. 1.4 Temporary employees are those hired on a part-time or full-time basis for a specific task with a specific beginning and ending date. 1.5 Benefits shall m9an privileges granted to employees, including vacation leave, sick leave, holiday leave, military leave, and any other benefits approved by the City Council. 1.6 Fiscal year shall be January 1 through December 31, inclusive. 1.7 Immediate Family - Spouse, mother, father, mother-in-law, father-in-law, sister, brother, child, or step -child. 1.8 Probationary period - The six month period immediately following date of initial employment or following change of employment status or following promotion or reassignment. 1.9 Overtime shall consist of those hours which are worked in excess of forty.. (40)hours in a given week. Overtime hours shall entitle the employee to compensatory time off on an hour -for -hour basis. 1.10 Years of Service - To be determined by the number of years the employee has worked in its entirety from January 1, to December 31. 2.0 BENEFITS AND COMPENSATION 2.1 SALARY REVIEW 2.1A The salary levels of all employees shall be reviewed at budget setting time. Interim salary reviews may be held at the request of an employee's supervisor. 2.2 VACATION - Fiscal year applicable. 2.2A Permanent full-time employees are entitled to paid vacations in accordance with the following schedule: EMPLOYEE UNDER DEF. 1.1A EMPIDYEE UNDER DEF 1.1B & 1.1C YEARS OF SERVICE HOURS EARNED HOURS EARNED 1 40 hours 30 hours 2 - 6 80 hours 60 hours 7 - 14 120 hours 90 hours 15 and thereafter 160 hours 120 hours Vacation is pro -rated for less than one year of service from the anniversary date to December 31 at a rate of two (2) hours for each thirty (30) days worked to be taken during the following fiscal year. Permanent part-time employees shall accrue vacation rights on a pro -rated basis at the discretion of the City Council. Vacation accrued may be taken at a time approved by the employee's immediate supervisor. 2.3 HOLIDAYS - Permanent full-time employees shall be entitled to the following paid holidays, effective immediately upon employment, con- sisting of eight (8) hours per holiday for employee under DEFINITION 1.1A, and six (6) hours per holiday for the employee under DEFINITION 1.1B and 1.1C: NEW YEAR'S DAY MARTIN LUTHER KING'S BIRTHDAY MEMORIAL DAY INDEPENDENCE DAY LABOR DAY VETERAN'S DAY THANKSGIVING DAY CHRISTMAS DAY ONE FIDATING HOLIDAY (effective January, 1986) The City Council should establish the date on which each of these holidays will be observed. -3- 3.0 QUALIFICATIONS 3.1 For those jobs so designated by the City Council, an annual physical examination demonstrating fitness for the job may be required by the City at City expense. Failure to satisfactorily pass such physical examination may be grounds for termination. 3.2 Any offer of employment on a permanent full-time basis may be con- tingent upon satisfactory completion of a pre-employment physical examination to be performed at City expense. 4.0 RULES AND REGULATIONS 4.1 The rules and regulations of the of employees and shall be used ' of any employee or termination o f 5.0 PERFORMANCE APPRAISAL department shall govern the conduct �n determining just cause and suspension employment. 5.1 The job performance of each permanent employee shall be appraised each year by theenployee's immediate supervisor. This appraisal, which shall be carried out in a manner designated by the City Council, shall become a part of the personnel record of the employer for a period of five (5) years. The appraisal shall be reviewed with the employee, and any comments made by the employee, shall become a part of the record. Appraisals shall be developed, reviewed, and filed in December of each year. In the case of department heads or other employees reporting directly to the City Council, the Mayor shall generate the performance appraisal. 6.0 TERMINATION 6.1 Vacation that is earned, but not taken and accrued, will not be paid for, unless the resigning employee has given two (2) weeks notice. 7.0 INSURANCE 7.1 The City will pay the difference between the workman's compensation hourly benefits and the average of the employee's salary for the last six (6) months for a period of 180 days. 8.0 DISABILITY 8.1 In the event of an employee's disability, certified by a licensed medical doctor, and after 14 continuous days of absence, the City will compute the average gross salary for the prior 180 working day period, and will pay, to the employee, 2/3's of the average for a period not to exceed six (6) months or $3500.00 maximum.
