A RESOLUTION REGARDING THE PROPOSED SANITARY LANDFILL
IN THE CITY OF HUGO.
The City Council of the City of Hugo determines that:
WHEREAS, The City of Hugo, being fully aware of the necessity
for disposal of the solid waste generated by an urban population,
and being deeply concerned for the health, safety, and welfare of
its citizens, and the residents of the entire metropolitan area,
has reviewed the proposed site for a sanitary landfill to be located
within the city (Section 410 &11)and operated by Washington County
for.the benefit of the metropolitan area; and
WHEREAS, the rural character of the city, so carefully
fostered and protected by the city government, which is a significant
asset to the quality of life in the entire metropolitan area, would
be severely diminished by the creation and operation of the landfill;
and
WHEREAS, the creation of the landfill at the site contemplated
would displace a major portion of the existing agricultural enterprise
within the city, by preempting the use of prime agricultural land
within and adjacent to the proposed site and by destroying the oppor-
tunities now being pursued by several of the few remaining young
farmers, and would severely burden the agricultural community with
destructive tax rates, due both to the loss of tax base and the
attendant demand for additional services; and
WHEREAS, the city is gravely concerned about the potential for
pollution of the surface and subterranean water systems which are
vital to the City of St. Paul and to the local residents for whom

there are no alternatives to individual wells accessing the local
water supply; and
WHEREAS, the safety of the residents of the city would be
greatly compromised by the increased traffic on the only available
access routes, most of which lie within the most congested areas of
the city; and the maintenance of the city's streets would be
rendered increasingly difficult by the inordinate length of such
access routes; and
WHEREAS, the experience of metropolitan agencies in attempting
to operate truly sanitary landfills has been atrocious and the loca-
tion of the site within the city is such that even minimal esthetics
cannot be established;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
That the City of Hugo is opposed to the establishment of a sanitary
landfill in the location proposed;
BE IT FURTHER RESOLVED: that Washington County and Metro-
politan Government Agencies be encouraged to seek, with the greatest
urgency and highest priority, alternatives to the use of landfills
for solid waste disposal, and implement the best alternative in a
most expedient manner;
BE IT FURTHER RESOLVED: that the county be encouraged to seek
an alternative site for a landfill, if the use of such facility is
unavoidable, in order that the health, safety, welfare, and quality
of life for all of its citizens can be protected and enhanced;
BE IT FURTHER RESOLVED: that the City of Hugo will cooperate
fully with Washington County and the Metropolitan Government Agencies
in their investigation of this site.
