A RESOLUTION RELATING TO THE PLAN FOR ESTABLISHING A
BICYCLE PATH ADJACENT TO THE ROAD AROUND THE NORTH
END OF BALD EAGLE LAKE.
The City Council of the City of Hugo determines that:
WHEREAS, the plans for Otter Lake Regional Park has been a
source of controversy in the Metropolitan System Statement; and
WHEREAS, the Metropolitan System Statement for the City of
Hugo has been appealed in the reconcilliation procedure provided
in the Land Planning Act; and
WHEREAS, efforts to settle the issues under consideration in
the reconcilliation procedure have included extensive consideration
of limitations on the plans for the portion of the Otter Lake
Regional Park within the City of Hugo; and
WHEREAS, it is deemed to be in the best interest of the City of
Hugo to reconcile Otter Lake Regional Park issue;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The City of Hugo concurs in the proposal to establish a

bicycle path adjacent to the roadway around the north end of Bald
Eagle Lake, preferably within the existing right-of-way, said
bicycle path to comprise the total connecting link segment for
the Otter Lake Regional Park within the City of Hugo, said bicycle
path to be constructed by funding of a grant from the Metropolitan
Council.
2. The City of Hugo retains the right to supeervise any and
all additional construction involving said bicycle path to insure

conformance of construction standards of the City.
3. The City of Hugo will retain ownership of all existing or
additional right-of-way.
¢. The City of Hugo will exercise exclusive control of the
usage of said bicycle path, and provide the maintenance thereof.
5. The City;of Hugo will cooperate in attempting to maintain
vacant properties on the shoreline of Bald Eagle bake that are
presently not suitable for development.
PROVIDED FURTHER, HOWEVER, that the foregoing Resolutions are
conditioned upon the modification of existing Washington County
and Metropolitan Council Plans relating to Parks and Open Spaces
to delete any further reference to acquisition of property in the
City of Hugo for Park or Open Space purposes, with exception of
additional right—of—way that may be required.
