OF THE ITY COUNCIL OF THE
CITY OF HU'sO , MINNESOTA
Pursuant to 'due call and notice thereof, a r;peei al meeting of the
City Council of the City of Hu no Minnesota, was
held at the Hugo Elementary School in said City on Friday
Oct_ljar 11 19 , at 8:00 o'clock P.M., with the following
r,embers present: Yayor Lease, Lee Martin, Jim Smith, Irene Leroux,
Marvin LaValle
and the following members absent: None
The Clerk presented affidavits of publication of the notice of hearing
called to be held on special assessments proposed to be levied for special bene-
fit derived from the construction of Sanitary Seger Imorovament No. 1373-1
Said affidavits were examined, approved and ordered filed.
The Mayor then announced that the meeting was open for the purpose of
conducting the hearing on said proposed assessments; and after said assessments
were thoroughly explained and after all persons present were afforded an oppor-
tunity to be heard, the following objections were made:

The public hearing was adjourned until October 24, 1974, at which time
more objections were heard, and also a meeting was held on October 30,
1974, where the special assessments, some of which were amended, were
adopted. Please see the attached sheets for objections.
At the Special Meeting of October 30, 1974,
Member Leroux then introduced the following resolution
and moved its adoption: RESOLUTION 1974-22
RESOLUTION ADOPTING SPECIAL ASSESSMENTS FOP,
SANITARY SE'k-iR IMPROVEMEi4f NO. 1973-1
BE IT RESOLVED By the City Council of the City of
Hugo , Minnesota, as follows:
(1) The special assessments (as amended) (as heretofore prepared) for
Sanitar�4S-wflr 1-nrnv,,nonr No. 1973-1
are hereby adopted, and it is hereby found and
determined that each lot, piece and parcel of property so assessed is benefited
in the amounts of the respective assessments levied against it.
(2) Said assessments may be paid in cash, without interest, if paid within
fourteen, (14 ) days from the date hereof, or may be paid in tkjen t
( 20 ) equal, an,aal installments in the same time and manner as the payment of
real estate taxes with interest at the rate of ssv.n per cent (�_%) per
annum from the date hereof to December 31 of the year in which the first payment
is payable to be added to the first installment, and one year's interest on the
remaining balance to be added to each subsequent installment; PROVIDED, HO`.EVER,
that any property owner may pay the entire unpaid balance of the assessment
against his property at any time with interest to Dacember 31 of the year in
which said payment is made.
(3) The Clerk is hereby authorized and directed to certify a copy of the
assessments and a copy of this resolution to the County Auditor of
Washin;ton County to be extended on the proper tax lists of the
County for collection with other real estate taxes in and for the Ciry
The motion for the adoption of the foregoing resolution was duly
seconded by :member Martin ; and upon a vote being taken, the
following members voted in favor thereof:Lease, Leroux, Martin, Smith.,LaValle
and the following members voted against the same: None

I, the undersigned, the duly qualified and acting Clerk of the
City of h'u7o , Minnesota, DO HEREBY CERTIFY that I have
carefully compared the attached and foregoing extract of minutes of a meeting
of the City Council of said City held on the date therein indi-
cated with the original of said minutes on file in my office and that said
extract is a full, true and correct transcript of said minutes insofar as
they relate to a public hearing held on the proposed assessments for special
benefit derived from Sanitary Sewer Imarov•em-rnt :do. 1973-1
and the approval of said assessments.
