Whereas the present Metropolitan Sewer Board Cost
Allocation system has produced large sewer bills
to the village of Hugo
and, whereas the major portion of these billscon-
sists of a "reserve capacity" charge
and, whereas the revised Service Availability Charge
method of cost allocation as proposed by the Metro-
politan Sewer Board on 8/16/72 would: (1) eliminate
the reserve capacity charge; and (2) place the bill-
ing upon a "user pay" concept.
Therefore, because of the above let it be resolved
that the Village Council of the Village of Hugo,
Minnesota, recoi-?mead, - o :he Metropolitan Council
that the Service Availability Charge method of cost
