Mayor Fran Miron called the meeting to order at 8:30 am.
PRESENT: Granger, Haas, Petryk, Puleo, Miron
City Administrator Mike Ericson and City Attorney Dave Snyder arrived at 9:30 am
DISCUSSION ON CURRENT SALARIES OF WASHINGTON COUNTY SHERIFF'S
OFFICE AND PROPOSED MARKET ADJUSTMENTS
Washington County Sheriff Bill Hutton, Commander Mary Stutz, and Chief Deputy Mike Johnson
requested that the Washington County Board study the salaries of the Washington County deputies,
which had fallen behind the market over the past several years. After the study was completed, the
Board agreed to increase the salaries over the next three years, commensurate with the market study.
DISCUSSION ON POLICE PROTECTION SERVICES
Sheriff Hutton shared with Council his vision for providing police protection services to the City of
Hugo. He stated that the service is based on relationships. His plan to provide remote video roll call
at the Hugo Fire Hall is proceeding with some final IT/computer work yet to be completed. The
sheriffs deputies would then report directly to the fire hall saving one hour a day. He has also
implemented the "no permanent rotation" for deputies desiring to remain on patrol in Hugo.
Chief Deputy Mike Johnson addressed the Council sharing his 31 years of experience, including
working the Hugo patrol years ago. Commander Mary Stutz also addressed the Council with his
20+ years of experience, now responsible for the patrol division.
Council discussed many issues with the Sheriff and asked many questions. Council agreed to
address future police protection service as part of the 2008 City budget process.
ANNUAL PERFORMACE REVIEW OF CITY ADMINISTRATOR
City Attorney Dave Snyder recapped for Council and the audience the Minnesota statute under
which the Council can go into executive session, including the performance review of the City
Administrator.
Mixon made motion, Granger seconded, to go into executive session for this purpose. Reporter
Aaron Rupar from The Citizen left the Council chambers and Council conducted the annual
performance review of the City Administrator Mike Ericson.
