PRESENT: Haas, Petryk, Puleo, Miron City Administrator Mike Ericson, CD Director Bryan Bear, Administrative Intern Nathan Ehalt, Building Official John Benson, Fire Chief Jim Compton, Asst Chief Jadon 011ila, and Fire Marshall Marty Schwartz ABSENT: Mike Granger PRESENTATION OF 2006 INTERNATIONAL BUILDING CODE (IBC) Building Official John Benson provided Council with an overview of the changes included in the 2006 International Building Code, since the code was last adopted in 2003. The changes are a result of industry review by building officials and modifications to building standards. DISCUSSION ON CHAPTER 1306 OF IBC Building Official John Benson shared with Council the basics of Chapter 1306 of the IBC, which were proposed due to a nightclub fire that tragically killed 100 people in 2003. Deputy Fire Chief Jadon 011ila explained that Chapter 1306 required a sprinkler system in new buildings and additions to existing buildings over 2,000 sq.ft. Jadon stated that with the option of Chapter 1306, the City would have the choice of Option 1, which requires a sprinkler system in both existing and new buildings, and Option 2, which is the same as Option 1, except it does not require a sprinkler system in the existing building, if an addition is constructed. The Council had a lengthy discussion on issues relating to Chapter 1306 of the IBC and agreed to have a presentation made to the EDA at its next meeting in December because there are economic issues for existing businesses. DISCUSSION ON BUSINESS INSPECTIONS AND LICENSING City Administrator Mike Ericson shared with Council the 2007 City Focus Goals, which included a fire marshal safety report. Fire Marshal Marty Schwartz and Deputy Fire Chief Jadon 011ila shared with Council the importance of conducting pre -plan inspections of businesses in the City. Jadon stated the number one concern of the Hugo Fire Department is the safety of a firefighter when entering a burning building. A voluntary program would allow the fire marshal and members of the department the opportunity to inspect buildings to locate hazardous and flammable materials and equipment which could be a liability and detrimental to the business owner and HFD if the building caught fire. After continued discussion, Council expressed its support for the pre -plan inspection program, which would be voluntary for businesses. This issue will be included in the Council goal setting session in January 2008. Council discussed, but was not interested in supporting, a business licensing program for the City of Hugo for 2008.
