JANUARY 27, 2005
The meeting was called to order by Acting Mayor Becky Petryk and PC Chair Dave Schumann at
6:30 pm.
PRESENT (Council): Haas, Petryk, Puleo (Mayor Miron arrived at 6:50 pm.)
City Administrator Mike Ericson and CD Director Bryan Bear
ABSENT: Mike Granger
PRESENT (Planning Commission): Rosenquist, Kleissler, McRoberts, Bailly, Hoftbeck, and
Schumann
ABSENT: Malaski
PRESENT (Rural & Open Space Committee: Dave Strub; Roger Clarke; and Larry Ehret

RECOMMENDATION FROM RURAL & OPEN SPACE COMMITTEE
CD Director Bryan Bear provided a red -lined draft of the proposed ordinance, which was revised at
the last joint meeting on November 18, 2004. He also provided land use concept plans for dividing
10 -acre parcels. Lastly, he provided a brief Power Point presentation highlighting the four final
points of discussion: 1) provide comments on draft ordinance; 2) provide direction on density; 3)
provide direction on minimum parcel size; and 4) direct staff to file an application and publish a
draft ordinance for consideration by the Planning Commission at a public hearing.
DISCUSSION BY COUNCIL AND PLANNING COMMISSION
There were several questions and issues of concern raised by Council members and Commissioners,
and Bryan answered them. The issue of the City's street improvement policy, as it would apply to
the residential development, needs to be reviewed by the City Attorney and City Engineer. Bryan's
question for the Council and Commissioners was, "Does the draft ordinance meet the goals of the
City to preserve open space?"
DIRECTION TO STAFF
Staff was directed to prepare the final draft ordinance for the standard Planning Commission public
hearing process. Citizens will then have an opportunity to offer comment on the proposed ordinance
developed by the Rural & Open Space Preservation Committee over the past two years. The City
Council will receive a recommendation from the Planning Commission at a regularly scheduled
meeting.
