CONDUCT A MID -YEAR BUDGET REVIEW
Mayor Fran Miron called the meeting to order at 9:00 am.

PRESENTATION OF PROPOSED CITY BUDGET
Finance Director Ron Otkin provided Council a PowerPoint presentation of the proposed 2006
City budget. This was his 17'h consecutive preparation of the City budget. Ron explained both the
revenue and expenditure projections. Proposed new hires in 2006 are the new building inspector
position and building department secretary. The proposed maximum tax levy for 2006 is
recommended to be set at $3,771,811 with the same urban and rural tax rate as in 2005. The
Council needs to set the levy and certify it to Washington County by September 15, 2005. As
directed by Council, the finance department also prepared an analysis and market study of the City
of Hugo and comparable cities' wages and salaries. Council asked questions about the proposed
2006 City budget, which were answered by staff. Council directed staff to present the proposed
2006 City tax levy at the September 6, 2005 Council meeting with no changes. After discussion
regarding the employees' salary matrix, step increase, and cost of living adjustment, Council
agreed to discuss these issues at upcoming budget workshop sessions.
