HomeMy WebLinkAbout2005.11.28 CC Minutes - Emergency Management PlanMINUTES FOR THE CITY COUNCIL MEETING OF NOVEMBER 28.2005 The meeting was called to order by Mayor Fran Miron at 7:00 pm. PRESENT: Haas, Petryk, Puleo, Miron City Administrator Mike Ericson, Fire Chief Jim Compton, Assistant Chief Jadon 011ila, Fire Marshal Marty Schwartz, and other HFD Officers ABSENT: Mike Granger This special City Council meeting was called to present and discuss the City's Emergency Management Plan. EMERGENCY MANAGEMENT PLAN City Administrator Mike Ericson and Fire Chief Jim Compton provided a PowerPoint presentation with an overview of the City's Emergency Management Plan. There was some discussion and a general question and answer period. The HFD officers will make suggested improvements to the plan when they review and revise the plan in 2006. Mayor and Council and residents filed outside to the parking lot to inspect the new heavy rescue truck and Hazmat trailer. APPROVE INSTALLATION OF TEMPROARY MOBILE HOME AT HACIENDA RANCH LOCATED AT 16585 INGERSOLL AVENUE NORTH The residence located at 16585 Ingersoll was destroyed by fire and the owner has requested City approval to locate a mobile home trailer on his property to reside during reconstruction. Puleo made motion, Petryk seconded, to adopt RESOLUTION 2005-63 APPROVING INSTALLATION OF A TEMPORARY MOBILE TRAILER AT 16585 INGERSOLL AVENUE TO BE USED AS RESIDENCE DURING HOME RECONSTRUCTION. VOTING AYE: Haas, Petryk, Puleo, Miron Motion Carried. ADJOURNMENT Haas made motion, Puleo seconded, to adjourn at 8:03 pm. All aye. Motion Carried. Michael A. Ericson City Administrator MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 30, 2005 Mayor Fran Miron called the meeting to order at 2:10 pm. PRESENT: Granger, Haas, Petryk, Puleo, Miron City Administrator Mike Ericson, CD Director Bryan Bear, CD Intern Andrew Gitzlaff, Finance Director Ron Otkin, PW Director Chris Petree, Fire Chief Jim Compton, and Assistant Fire Chief Jadon 011ila PRESENTATION OF REVISIONS TO PROPOSED 2006 CITY BUDGET City Administrator Mike Ericson opened with an explanation of the revisions made to the proposed 2006 City budget after the August 31, 2005 budget workshop meeting. The preliminary tax levy was set by Council at its September 6, 2005 regular meeting. Finance Director Ron Otkin provided Council with an excellent PowerPoint presentation noting highlights of the proposed 2006 City budget. Ron reported that the budget had not changed since the workshop, except in the area of proposed wages and salaries. After discussion, Council agreed with the proposed increases in the Hugo Fire Department officers salaries from the original budget subcommittee to Council. Council also agreed to cap overall salary increases at a maximum of 5%. PRESENTATION OF PROPOSED 2006-2010 CIP Ron provided Council with an excellent PowerPoint presentation of the proposed 2006-2010 Capital Improvements Program. He thoroughly reviewed with Council all projected future needs in all departments. The CIP budget reflects fully -funded projects and equipment, except in a few areas noted by Ron. Council discussed the funding of the storm water utility with property taxes and agreed to revisit the issue at its annual goal setting session in January 2006. RECOMMENDATION TO CITY STAFF FOR DECEMBER 19, 2005 MEETING Council agreed with the slight revisions to the proposed 2006 City budget, which will be presented to the public on December 5, 2005 at the City's Truth in Taxation public hearing. Council also agreed to pledge $100,000 for the future I-35E/CSAH 14 interchange from its 2006-2010 CIP. This will be shared with the I-35 WE Coalition in January 2006.
