MINUTES FOR THE COUNCIL GOAL SETTING MEETING OF JANUARY 12.2004 <br />Mayor Miron called the Council's Goal Setting Session to order at 7:00 pm. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson; PW Director Chris Petree; Fire Chief Jim Compton; Asst Chief Jadon <br />011ila; PC Chair Dave Schumann; Parks Chair Robyn LaCasse; City Planner Kendra Lindahl; and Nick <br />Dragisich and Paul Steinman of Springsted <br />REVIEW 2003 CITY GOALS (MIKE ERICSON) <br />City Administrator Mike Ericson reviewed with Council its 2003 City goals. Council agreed to assign a <br />percentage completion to each of the goals, ranging from 5% to 100%. Mike explained that the 2003 <br />goals were more difficult and involved more staff time. Council agreed to carry over the unfinished <br />goals to 2004. <br />REVIEW 2003 PLANNING COMMISSION GOALS =NDRA LINDAHL) <br />City Administrator Mike Ericson shared with Council the 2003 Planning Commission work plan. PC <br />Chair Dave Schumann offered comments on accomplishments. Staff will be meeting with the full <br />Planning Commission on January 21, 2004 to hold its own annual goal setting session. The results will <br />be shared with Council at an upcoming meeting. <br />REVIEW 2003 PARKS COMMISSION GOALS (MIKE ERICSON AND ROBYN LACASSE) <br />City Administrator Mike Ericson and Parks Commission Chair Robyn LaCasse reviewed the 2003 Parks <br />Commission work plan. There were a number of accomplishments achieved by the Commission. <br />CITY COUNCIL 2004 GOAL SETTING — "DOTMOCRACY" <br />City Administrator Mike Ericson presented a large board with the top eight 2003 City goals and a list of <br />current projects on which staff is working. Additional goals were added by Council. Council and staff <br />then voted for their top five goals with colored dots. Council agreed to finalize the 2004 City goals at <br />6:30 pm before its January 20, 2004 regular meeting. <br />REVIEW CITY EMPLOYEE SALARY MATRIX (NICK DRAGISICH. SPRINGSTED) <br />City Financial Advisor Nick Dragasich presented Council with an explanation and analysis of the City's <br />salary matrix. Nick stated that typical matrixes rate four factors, which are reflected: in communities <br />based on population; size of budget; age of community; and number and types of utilities. Employees <br />are rated on productivity and longevity. After much discussion by Council, and many practical and <br />theoretical application of the matrix in cities of similar size, Council agreed to accept Request for <br />Proposals (RFP's) for salary matrix. This issue will be on the January 20, 2004 meeting agenda. <br />ADJOURNMENT <br />Miron made motion, Haas seconded, to recess tonight's meeting at 10:00 pm until Tuesday, January 20, <br />2004 at 6:30 pm.
