Mayor Fran Miron called the meeting to order at 7:00 pm.

WORKSHOP OVERVIEW
Carolyn Krall from Landform provided an overview of the issues that would be discussed at the joint
meeting of the City Council and the Planning Commission. This kickoff meeting was designed to
provide a foundation of issues related to the new downtown redevelopment plan.
THE DOWNTOWN PLAN: FRAME THE ISSUES
Carolyn framed the issues related to the downtown plan, which included the context of the plan
completed in 1998 by Hoisington Koegler. She stated that there are immediate development
influences that will impact the plan. The downtown area needs to be physically defined. The area to
be developed to the highest and best use with a focus on Egg Lake, since it is not a traditional
downtown.
ALTERNATIVES FOR DOWNTOWN REDEVELOPMENT AND EXPANSION
Carolyn presented two graphic sketches of plans for the new downtown main street, which were
identified as the Village Green and the Old Town Loop and New Town Center. The Old Town Loop
incorporated some of the themes of the 1998 plan. There was a significant amount of discussion on
these two options. Council talked about a traffic circletroundabout on TH61 and a bridge over
TH61/145'h Street. Carolyn shared with members suggested usage of property on the east side of
TH61.
CONCEPTS FOR DESIGN STANDARDS
Carolyn then moved the focus of the workshop to concepts for the architectural design standards.
She showed a Power Point presentation, which highlighted the existing character of downtown with
its historic building influences. She presented different slides with design elements, which
incorporate a public realm in downtown. Lots of questions were asked and Carolyn answered them
and said the charrette process on Friday, March 19, 2004 will be an excellent opportunity to provide
her with concepts for the final design.

Puleo made motion, Haas seconded, to recess the meeting at 9:15 pm until Friday, February 27, 2004
at 1:00 pm to discuss the JD2 culvert replacement project with the RCWD.
