MINUTES FOR THE CITY COUNCIL WORKSHOP OF OCTOBER 25, 2004 <br />Mayor Fran Miron called the meeting to order at 6:00 pm. at the Hugo Fire Hall <br />PRESENT: Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson; CD Director Bryan Bear; and City Engineers Jay Kennedy and Chuck <br />Rickart. <br />ABSENT: Granger <br />The purpose of the meeting was threefold: 1) neighborhood meeting at 6.00pm with residents concerned <br />with traffic safety at 130 Street and TH61; and 2) workshop at 7:00pm to disucss BLS Ambulance <br />service and Washington County CDBG. <br />DISCUSSION OF 130Yn STREET AND TH61 TRAFFIC SIGNAL <br />City Administrator Mike Ericson opened the meeting by welcoming the 80 residents to a specially <br />scheduled neighborhood meeting called by the City Council to discuss the intersection of 13& Street <br />and TH61. <br />City Engineer Jay Kennedy provided on overview of the project informing the residents that on <br />October 18, 2004, the Council had authorized staff to submit a cooperative agreement for <br />funding to MNDOT. He introduced Chuck Rickart, transportation engineer from WSB, who <br />provided a presentation explaining the project in detail, including a map with the improvements. <br />Mayor Fran Miron then fielded questions from the audience. Mayor Miron asked MnDOT Area <br />Field Representative Rick Annebeck to answer a few of the questions. Rick stated that <br />intersections have eight signal warrants and need to meet 5 of 8 for funding consideration. <br />According to Chuck Rikart, the intersection met 3 of 8 a year ago, but now the City needs to <br />develop a signal justification report because he believes it now meets five warrants. The City <br />expects to get a response from MNDOT in January 2005. <br />Residents raised three issues, which were to be forwarded to Council at the next regular meeting <br />for action. Items: 1) better lighting; 2) review speed limits; and 3) right turn only or passing <br />lane on TH61 at 130d' and need for enforcement by State Patrol. <br />Mayor and Council members thanked the residents for attending. <br />DISCUSSION OF BASIC LIFE SUPPORT AMBULANCE SERVICE <br />Mayor Fran Miron called the workshop to order at 7.30pm, with many firefighters in attendance. Fire <br />Chief Jim Compton and Assistant Chief Jadon 011ila presented a Power Point presentation on <br />"Introduction to Basic Life Support", with a final discussion on the next steps for the City. <br />Miron made motion, Haas seconded, directing staff to prepare a resolution of support for BLS <br />ambulance Service and place on a regular Council agenda for discussion. <br />All aye. Motion Carried. <br />
