HomeMy WebLinkAbout2004.10.25 CC Minutes - WorkshopMINUTES FOR THE CITY COUNCIL WORKSHOP OF OCTOBER 25, 2004 Mayor Fran Miron called the meeting to order at 6:00 pm. at the Hugo Fire Hall PRESENT: Haas, Petryk, Puleo, Miron City Administrator Mike Ericson; CD Director Bryan Bear; and City Engineers Jay Kennedy and Chuck Rickart. ABSENT: Granger The purpose of the meeting was threefold: 1) neighborhood meeting at 6.00pm with residents concerned with traffic safety at 130 Street and TH61; and 2) workshop at 7:00pm to disucss BLS Ambulance service and Washington County CDBG. DISCUSSION OF 130Yn STREET AND TH61 TRAFFIC SIGNAL City Administrator Mike Ericson opened the meeting by welcoming the 80 residents to a specially scheduled neighborhood meeting called by the City Council to discuss the intersection of 13& Street and TH61. City Engineer Jay Kennedy provided on overview of the project informing the residents that on October 18, 2004, the Council had authorized staff to submit a cooperative agreement for funding to MNDOT. He introduced Chuck Rickart, transportation engineer from WSB, who provided a presentation explaining the project in detail, including a map with the improvements. Mayor Fran Miron then fielded questions from the audience. Mayor Miron asked MnDOT Area Field Representative Rick Annebeck to answer a few of the questions. Rick stated that intersections have eight signal warrants and need to meet 5 of 8 for funding consideration. According to Chuck Rikart, the intersection met 3 of 8 a year ago, but now the City needs to develop a signal justification report because he believes it now meets five warrants. The City expects to get a response from MNDOT in January 2005. Residents raised three issues, which were to be forwarded to Council at the next regular meeting for action. Items: 1) better lighting; 2) review speed limits; and 3) right turn only or passing lane on TH61 at 130d' and need for enforcement by State Patrol. Mayor and Council members thanked the residents for attending. DISCUSSION OF BASIC LIFE SUPPORT AMBULANCE SERVICE Mayor Fran Miron called the workshop to order at 7.30pm, with many firefighters in attendance. Fire Chief Jim Compton and Assistant Chief Jadon 011ila presented a Power Point presentation on "Introduction to Basic Life Support", with a final discussion on the next steps for the City. Miron made motion, Haas seconded, directing staff to prepare a resolution of support for BLS ambulance Service and place on a regular Council agenda for discussion. All aye. Motion Carried. City Council meeting of October 25, 2004 Page 2 Jim stated that the primary reasons for the Hugo Fire Department getting into the BLS Ambulance Service were to increase response time and respond to a greater population with a well trained department. Council suggested a joint meeting with the White Bear Lake City Council at the White Bear Lake City Hall to discuss the program. DISCUSSION OF CDBG PROGRAM Community Development Director Bryan Bear provided an overview of the Washington County CDBG Program, which began two years ago. He introduced Rich Malloy, Assistant Director Washington Country HRA, and Mary Farmer Kubler, who works with the program. They provided Council with a Power Point presentation explaining the program and eligible projects. Bryan informed Council that he will attend a preapplication meeting on November 9, 2004 to brainstorm for projects, of which he will present the City's new downtown plan.
