Mayor Fran Miron called the meeting to order at 7:00 pm.
PRESENT: Granger, Haas, Petryk, Puleo, Miron

DISCUSSION ON WASHINGTON COUNTY'S TRANSFER OF PUBLIC WORKS
DEPARTMENT TO THE CITY OF HUGO
Washington County Operations Manager Greg Felt shared with the Council the timeline for the County to
move to a 24/7 operation. Washington County will not renew its contract with the City of Hugo, which
expires on June 30, 2002. The County will begin a four-year phase-in plan to become a 24/7 operation by
2006, and will be available to assist the City in its transition to provide City only public works services.
Hugo is a state aid city. Greg reported on the meetings he had with Kieger Enterprises to resolve the
remaining issues for the snowplowing work.
PUBLIC WORKS EQUIPMENT/STAFFING (CHRIS PETREEI
Greg Felt informed Council and staff that the County will make available to its contract cities one motor
grader and three snowplow trucks. The motor grader would sell for $25,000 and the trucks for about
$30,000.
Hass made motion, Petryk seconded, authorizing staff to negotiate the purchase of one motor grader and
two of the newest plow trucks.
All Ayes. Motion carried.
The County will make them available in April 2002.
Hass made motion, Petryk seconded, directing staff to begin negotiations with the County to provide
snowplow services with a private contractor.
All Ayes. Motion carried.
Miron made motion, Granger seconded, directing staff to prepare a job description and salary ranges for a
maintenance worker, which would include equipment operator duties to operate a motor grader.
All Ayes. Motion carried.
Council discussed summer seasonal workers.
Miron made motion, Granger seconded, to authorize staff to advertise for the workers in April.
All Ayes. Motion carried.

PUBLIC WORKS FACILITY
The Council discussed the need for a building to house the equipment. Greg Felt agreed to house the motor
grader and two plow trucks in the County garage for one year.
Haas made motion, Granger seconded, to authorize to prepare a space needs study and prepare site
selection options.
All Ayes. Motion carried.
STREET RECONSTRUCTION PROGRAM
City Engineer Dave Mitchell reported on the street management program he prepared for the City's CIP.
Council agreed with his recommendation to prioritize the list and include it in the next year's budget. Dave
stated the City needs land for a new water treatment facility and Well #5.
PARKSII'RAILS MAINTENANCE
City Administrator Mike Ericson and Public Works Director Chris Petree reported a request from residents
to have the City's trails plowed. The City doesn't have the staff time to do this.
Miron made motion, Hass seconded, to authorize staff to prepare a draft policy on this issue for the
February 19, 2002 City Council meeting.
All Ayes. Motion carried.
