HomeMy WebLinkAbout2002.04.08 CC Minutes - Redistricting WorkshopMINUTES FOR THE CITY COUNCIL WORKSHOP OF APRIL 8,200 Mayor Fran Miron called the workshop to order at 7:30 pm in the new Hugo City Hall. PRESENT: Granger, Haas, Petryk, Puleo, Miron City Administrator, Michael Ericson CD Director, John Rask City Attorney, Dave Snyder CD Assistant, Michele Lindau City Clerk, Mary Ann Creager This workshop was scheduled specifically to discuss redistricting within the City. By law, every ten years the City must redraw ward boundaries to keep them as equal in population as practicable. The Council discussed what steps would need to be taken to create a fourth ward. City Attorney Dave Snyder stated that the City could not accomplish it this year because of it requires special legislation. Council does not need to wait until 2010 to address this matter. The Council discussed pros and cons of the 4 -ward system, and agreed that they could, or another future Council, address this issue later. The Community Development Department developed five districting plans for the Council to consider. After a discussion of all options, the Council narrowed its selection to Plans I and 5. Petryk made motion, Granger seconded, directing staff to prepare a resolution in support of Plan 1 as the City's new redistricting map. VOTING AYE: Granger, Petryk, Pulee VOTING NAY: Haas and Miron Motion Carried. Puleo made motion, Petryk seconded, to reconsider the motion. All aye. Motion Carried. Puleo made motion, Miron seconded, directing staff to prepared resolution(s) in support of Plan 1 and Plan 5 for the April 15, 2002 regular Council meeting. Council directed staff to input the maps on the City's website to allow for public comments. All aye. Motion Carried. ADJOURNMENT Haas made motion, Petryk seconded, to adjourn at 9:05 pm. All aye.
