Mayor Fran Miron called the workshop to order at 8:00 am.

TAX INCREMENT FINANCING
CD Director John Rask provided an overview of the issues discussed at the June 3, 2002 Council
workshop. Paul Steinman explained the full history of the City's 1996 TIF Plan, which was certified
to the State on September 5, 1997. It was a Scattered Site Redevelopment District that was set to
close in five years (2002). Paul and Mikaela provided a thorough analysis of the district and a
detailed matrix of the businesses, with three options to provide TIP relief to businesses.
Miron made motion, Puleo seconded, 80/20 2 -year commitment relief to businesses.
Haas made motion, Petryk seconded, to amend the previous motion for a 50/50 1 -year commitment
to businesses.
VOTING AYE ON AMENDMENT: Granger, Haas, Petryk, Puleo
VOTING NAY: Fran Miron
Motion Carried.
VOTE ON AMENDED ORIGINAL MOTION: All aye. Motion Carried.
Miron made motion, Granger seconded, to schedule a daytime meeting with the BEIP businesses to
explain the issue and to public notice the meeting.

DISCUSSION OF 13 ACRES IN BEIP (ROSEMARY LINDEN PROPERTY)
CD Director John Rask reported that the Council would have at least four options to consider at its
June 17, 2002 regular meeting.
SPECIAL ASSESSMENT STREET IMPROVEMENT POLICY
City Engineer Dave Mitchell discussed with Council the importance of this policy. Staff suggested
that the Council hold a public hearing on July 15, 2002 and Council agreed.

CSAH 8/14 PMT RECOMMENDATION
City Administrator Mike Ericson stated that the PMT's recommendation is to eliminate the 140`x'
Street option for further consideration. A public meeting will be held on June 18, 2002 to discuss
this isue and the PMT's recommendation.
MANITOU DAYS HOMETOWN HERO
Petryk made motion, Granger seconded, that long-time City Clerk Mary Ann Creager should be the
City of Hugo's Hometown Hero for Manitou Days in White Bear Lake.
All aye. Motion Carried.
