Mayor Fran Miron called the meeting to order at 7:30 pm.
PRESENT: Granger, Haas, Petryk, Puled, Munn
City Administrator, Michael Ericson
City Finance Director, Ron Oddn
City Attorney, Dave Snyder
City Engineer, Dave Mitchell
City Attorney Dave Snyder and City Engineer Dave Mitchell reviewed with Council the drat policy
for street reoonstructiaL Council suggested some revisions, including clarification of the proposed
50/50 cost sharing for standard reoonstrnction of City streets. Council requested a revision of 75%
from I OD% for netail/commeraaUmdustrial. The City Attorney will make revisions and present the
policy at the next Council 'meeting.
RC`WD-Administrator Steve Hobbs was present to discuss with Council the throe options for replacing
the culverts on JD2. If the City is to receive State Bridge Bond fimds, it must design the mad to
MnDOT strndwds. The City will need a variance from MnDOT to construct a 26' wide road from the
MnDOT standard 32'.
Munn made motion, Haas seconded, directing City Attorney Dave Snyder to prepare a resolution of
support for the variance for presentation at the September 3, 2002 City Council meeting.
All aye. Motion Carried.
Council also discussed the need for a stoimwater utility fee, but want it to be fair and equitable to
everyone. Council directed staff to research this issue and bring a draft ordinance to the next City
Council meeting.
Haas made motion, Miran seconded, that staff not use MN State Statute 444 finding, but explore a
stormwater-taxing district Council will explore the option of an intufund transfrr fiom the sanitary
sewer fund to finance the project.
