PRESENT: Granger, Haas, Petryk, Puleo, Miron City Administrator, Michael Ericson CD Director, John Rask Water Resource Engineer, Pete Willenbring A record of residents in attendance has been made a part of the record. WELCOME AND INTRODUCTIONS Mayor Fran Miron thanked the 25 people for attending the meeting, which the Council called for the special purpose of discussing the revised West Oneka Lake Study and to improve the 165'h ditch due to flooding problems. City Administrator Mike Ericson stated the mailing went out to more than 100 people who live in and around Oneka Lake up to 170'h Street. SCOPE OF WEST ONEKA LAKE STUDY CD Director John Rask provided a primer on the basics on why a city must have a stormwater management plan. He also provided an overview of the City's West Oneka Lake Study, which has been revised by the City's Water Resource Engineer Pete Willenbring from WSB Engineers. The City desires to take a proactive approach to re&ional stormwater planning. There are three phases to the project with the third phase north of 170 Street. Pete Willenbring then explained the changes in the plan since the last public meeting nearly one year ago. After questions by Council: Haas made motion, Granger seconded, directing Pete Willenbring to complete the work plan with a scheduled completion date of spring 2003. This plan will be brought back to the November 4, 2002 Council meeting. All aye. Motion Carried. Pete informed the Council and attendees that the project would be paid for through the City's stormwater trunk and ponding fees. The three major landowners would pay for the majority. Miron made motion, Petryk seconded, that the City proceed with Phase 1 of the plan and acquire easements for the work. Council also requested that the finding source be clarified at the Council's budget workshop meeting on October 28, 2002. VOTING AYE: Granger, Haas, Petryk, Miron ABSTAINED: Puleo Motion Carried. Council then took public comments from eight residents and property owners. Ron Cressman, Scott Arcand, Michael Christensen, Bruce Discher, Elizabeth Hermann, Gary Markovich, Greg Bernier, and Beverly Aplikowski. All were in favor of the project except for Mr. Arcand. After public comments, many residents signed a prepared petition requesting the work. City Council meeting of October 14, 2002 Page 2 Miron made motion, Haas seconded, directing staff to prepare easements for the work that all residents stated they would sign at no cost to the project. The project would create a public ditch from a present private ditch, which has not been maintained for years. All aye. Motion Carried. Granger made motion, Haas seconded, directing Pete Willenbring to spend up to 10 hours to review JD2 plan, Phase 4 for work north of 170'h Street. All aye. Motion Carried.
