PRESENT: Granger, Haas, Petryk, Puleo, Miron City Administrator, Michael Ericson Finance Director, Ron Otkin City Clerk, Mary Ann Creager APPROVE 2003 CITY BUDGET Following the December 16, 2002 Truth in Taxation hearing and public comments received, the Council discussed funding of the Forest Lake Youth Service Bureau and the WBL Counseling Center and the service they provide to the youth of the City. Miron made motion, Haas seconded, that the 2003 budget includes the following contributions: $3,200 to the Forest Lake Youth Service Bureau and up to $4,500 to the WBL Counseling Center. All aye. Motion Carried. Miron made motion, Granger seconded, to adopt RESOLUTION 2002-70 A RESOLUTION APPROVING THE GENERAL FUND BUDGET IN THE AMOUNT OF $2,303,250 FOR THE 2003 FISCAL YEAR. VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. Miron made motion, Petryk seconded, to adopt RESOLUTION 2002-71 A RESOLUTION APPROVING FINAL TAX LEVY IN THE AMOUNT OF $2,406,690 PAYABLE IN 2003. VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. Haas made motion, Granger seconded, to adopt RESOLUTION 2002-72 A RESOLUTION SETTING 2003 SALARIES AND ESTABLISHING EMPLOYEE REIMBURSEMENT LEVELS. VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. Haas made motion, Puleo seconded, to adopt RESOLUTION 2002-73 A RESOLUTION DECLARING UNPAID UTILITY BILLS FOR PLACEMENT ON TAX ROLLS. VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. Miron made motion, Petryk seconded, to adopt RESOLUTION 2002-74 A RESOLUTION APPROVING THE ADMINISTRATIVE AMENDMENT OT THE TIF PLAN FOR TAX INCREMENT FINANCING (REDEVELOPMENT) DISTRICT NO. 1-1 VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. City Council meeting of December 19, 2002 Page 2 REVIEW OF PLANNING COMMISSIONERS The City Council reviewed the job performances of Planning Commissioners Dave Schumann and Teddy Peltier. Miron made motion, Granger seconded, to table Planning Commission appointments until the regular City Council meeting of January 6, 2003. All aye. Motion Carried. PERFORMANCE REVIEW OF CONSULTANTS The City Council conducted performance reviews of City Attorney Dave Snyder, City Engineer Dave Mitchell, City Planner Kendra Lindahl, and Water Resource Engineer Pete Willenbring. Consultant appointments will be handled by the Council at its regular meeting of January 6, 2003. ADJOURNMENT Petryk made motion, Puleo seconded, to adjourn at 12:00 noon. All aye. Motion Carried.
