APPROVAL OF MINUTES
Leroux made motion, Barnes seconded, to approve the minutes for the City Council meeting of
May 1, 2000, and the Board of Review held on May 4, 2000.

PRESENTATIONS
Mayor Stoltzman took this time to recognize Bunny Peterson and Glenda Bedard for their years of
service at the Hugo Elementary School.

VACATION REQUEST —130TH STREET
Royal Oaks Realty requested vacation of the right of way for 13e Street and drainage and utility
easements. Adoption of the Consent Agenda authorized scheduling of a public hearing for June 5,
2000 to consider vacation of said right of way and easements.

AWARD OF CONTRACT —130TH STREET LIFT STATION/UTILITY IMPROVEMENTS
The 13CO Street lift station project provides necessary sanitary sewer service to Beaver Ponds 5th
Addition. Council previously approved the final plat and Development Agreement for Beaver
Ponds 5th Addition. The Development Agreement committed the City to proceeding with this
project, and required the developer to provide a letter of credit in the amount of $313,300 for
funding of this project. Bids were received on May 5, 2000, with the low bid provided by Dave
Perkins Contracting, in the amount of $224,910. This is nearly $17,000 less than OSM's
estimated, and $75,000 less than bids received for this work last year. Adoption of the Consent
Agenda awarded the construction contract to Dave Perkins Contracting in the amount of $224,910.
HUGO LIONS CLUB — RESERVE CITY PARK FOR GOOD NEIGHBOR DAYS
The Hugo Lions Club requested exclusive use of the Hugo City Park on June 8, 9, 10, and 11,
2000, for Hugo Good Neighbor Days. Adoption of the Consent Agenda approved the Hugo Lions
Club request to use the City Park.
HUGO LIONS CLUB — REQUEST FOR BEER LICENSE FOR GOOD NEIGHBOR DAYS
The Hugo Lions Club requested a temporary license to sell beer on -sale during Good Neighbor
Days on June 8, 9, 10, and 11, 2000. The beer will be sold at their pavilion in the City Park. A
copy of a certificate of liquor liability insurance was provided to the Council. Adoption of the
Consent Agenda approved the license, as requested.
CENTERVILLE INTERCEPTOR CONDEMNATION
The Council considered a Consent to Condemnation and Agreement in connection with the Met
Council's Centerville interceptor. Adoption of the Consent Agenda approved the document as
presented.
YEAR 2000 CLASS V AGGREGATE ROAD PROJECT
Chris Petree reported to the Council bid results for the road -graveling project this year, with Forest
Lake Contracting being the low bidder at $5.05/ton. Adoptions of the Consent Agenda accepted
the recommendation of the Public Works Superintendent, and award the year 2000 road -graveling
project to Forest Lake Contracting at $5.05/ton.
PUBLIC HEARING — PROPOSED SLAUGHTER HOUSE ORDINANCE
A public hearing was scheduled to consider the proposed ordinance establishing regulations for the
operation of slaughter facilities in the City. Mayor Stoltzman opened the hearing. and described
the ground rules for taking public comment. The following comments were the primary issues of
concern:
OPPOSED TO THE SLAUGHTER FACILITY: volume of traffic; inhumane treatment of
animals; signs of rats at the site; inadequate septic system; danger to public health; improperly

zoned/zoning issue; site not inspected; give neighborhood back; commercial business in residential
zone; sounds of animals dying; no one is allowed to practice religion wherever they would like;
liability in the event of improper handling of food ; am I to be grandfathered in? (Andy Goiffon);
and waste could be contaminating wildlife ponds.
IN FAVOR OF SLAUGHTER FACILITY: try toreach a compromise to allow continued use of
the facility by the Hmong population; need for religious/cultural purposes; carry on tradition; only
place in Minnesota to carry on tradition; fresh meat important to Hmong community; business has
been there for a number of years; no churches for community to go to; residents "afraid" of Hmong
community because they are "different"; will improve facility when approved by City; bring money
to the businesses in Hugo; feeling of disrespect because of being a minority; Lee facility being
singled out; residents need to be educated about tradition; racist problem; and keep slaughtering
inside to eliminate sound of animals.
A tape, provided by Save the Farm Animals, was submitted to the City, but could not be viewed
because of time constraints; the tape will be made a part of the record for the Council/public to
view when desired.
The public hearing was closed, with discussion opened to the Council. Council member Petryk felt
that slaughter facilities should not be allowed in the CB district because of its proximity to
residential areas. Council member Barnes felt that after hearing to tonight's testimony, the City
should find a way to accommodate both sides, and wanted time to think further about the issue.
The Council then discussed allowing slaughter facilities in the CB district by Conditional Use
Permit, with the following criteria to be considered at the time of request: noiselodor control;
transportation/adequate access; adequate disposal of waste products; parking (site plan); regulation
of assembly of people; size of parcel/building; humane treatment of animals; consumption of food;
hours of operation; and lighting.
Barnes made motion, Leroux seconded, to table discussion of this matter until the Council meeting
of June 5, 2000.

Barnes made motion, Petryk seconded, to recess tonight's meeting at 11:00 pm until May 16, 2000,
at 7:00 pm.
