The Mayor reconvened the meeting of March 22, 1999 at 7:00 p.m.
PRESENT (City Council): Haas, Leroux, Petryk, Stoltzman
PRESENT (Planning Commission): Puleo, Peltier, Schumann, Peterson
City Administrator, Robert Museus
ABSENT: Debra Barnes
This special meeting was called for the purpose of considering proposed comprehensive
land -use regulations for the City. The PC had recessed its meeting of March 24,1999 to
be able to attend this meeting.
Council member Petryk had invited Jeffrey A. Schoenbauer, Brauer and Associates, to
make a presentation on environmental planning to the Council. The Mayor requested Mr.
Schonbauer start the meeting with his presentation. Mr. Schoenbauer presented a
planning model used by his firm, which tries to balance community culture, the ecology,
and economic issues into land -use planning, taking into account both environmental and
human needs.
The Council and Planning Commission then discussed the presentation and applicability of
the environmental planning model to the City of Hugo, and how it impacts these current
planning efforts and draft zoning regulations.
The Council then discussed holding an additional workshop the evening of April 12, 1999
to continue review of the draft Comprehensive Land Use Regulations.
Leroux made motion, Petryk seconded, to adjourn at 8:55 p.m.
All aye. Motion Carried.
As a quorum of the Planning Commission was also present:
Schumann made motion, Peltier seconded, to adjourn the PC meeting at 8:56 p.m.
All aye. Motion Carried.
