The Mayor convened a special meeting of the City Council at 7:10 pm.
PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman
City Administrator, Robert Museus
Parks Commission Chairperson, Kathy Marier
Parks Commission members: Pete Pedersen, Robyn LaCasse, David Strub
Parks Planner, Laurie McRostie
City Finance Director, Ron Otkin
Pete Pedersen, member of the City's Park, Recreation, and Open Space Advisory Commission,
presented the Council the Commission's strategic for review and approval. Following a question and
answer period, the Council took the Parks Commission's strategic plan under advisement.
Kathy Marier, chairperson of the Parks, Recreation, and Open Space Advisory Commission presented
the Council with the Parks Commission's recommendation to purchase approximately 25 acres of
property located owned by Bruce Bernin, at the southwest edge of Oneka Lake.
Leroux made motion, Petryk seconded, to authorize Council member Barnes to contact Mr. Bernin
regarding the potential purchase of his property for public park use.
Leroux made motion, Stoltzman seconded, to amend the motion authoring Pete Pedersen to
participate in the discussions with Mr. Bernin.

The Council reviewed a letter received from Thomas Emery of Wilson Tool, requesting permission to
plant a row of trees in the City's road right-of-way along Falcon Avenue, south of 130th Street. The
trees would act as an additional buffer between Wilson Tool and residential property being developed
to the west. The City Administrator recommended that the Council consider working with Wilson
Tool to establish a bike path along the road right-of-way of Falcon Avenue to connect 130th Street to
Falcon Court.
Barnes made motion, Haas seconded, directing the City Administrator to coordinate a meeting
between Wilson Tool, Council member Petryk, Parks Commissioner, Kathy Marier, and Mr. Emery
to discuss development of the road right-of-way.
All aye. Motion Carried.
The Council reviewed a draft letter thanking Congressman William Luther for his assistance in
obtaining a COPS grant for the City.

The Council then reviewed the capital expenditures priorities worksheets recently completed by the
Council, and discussed these various improvements to the community over the next 3 to 5 years. The
Council generally agreed that priorities must be placed in constructing a new water tower and well
field in the community; replacing some of the older fire equipment; and purchasing a replacement
utility vehicle for the Public Works Department. The Finance Director was directed to prepare a
depreciation schedule on the City's fire equipment to determine an adequate level of funding for the
reoccurring need to replacement the equipment.
The Mayor stated that the purchase of a tractor/mower should be included in the City's capital
expenditure plans, due to growing amount of parkland, and other property being acquired by the City
as it grows. The City Administrator stated that he would prepare a concept plan for capital
improvement expenditures based on the comments made by the Council at the meeting, and that he
would present a draft capital improvement plan at the Council meeting of October 4, 1999.
Council member Barnes left the meeting at approximately 9:45 pm.
The City Administrator then informed the Council that Mr. Paul Haik, an attorney representing the
City in its litigation over the maintenance of JD2, has requested a meeting to update the Council with
his activities. The Council indicated that October 6, 1999 would be a convenient date for such a
meeting.
Stoltzman made motion, Petryk seconded, to adjourn at 10:15 pm.
