HomeMy WebLinkAbout1998.01.21 CC Minutes - Special Council meetingMINUTES FOR THE CITY COUNCIL MEETING OF JANUARY 21,1998 The Mayor convened a special meeting of the Hugo City Council at 7:30PM. PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron City Administrator, Robert Museus City Finance Director, Ron Otkin This meeting was called to consider possible revisions to the City's 1998 budget with the intent of funding the construction of a new Fire Hall for the community. There was a brief discussion regarding financing sources, including establishment of a separate EDA to issue the bonds for the Fire Hall or potentially requesting the Washington County HRA to finance the construction of the building, with the City making lease -purchase payments. The Council then went through the budget, and directed that a budget amendment be prepared for their review and approval transferring the following amounts from the accounts specified into a special account for the Fire Hall: 1. $3,000 Mayor and Council 2. $1,000 legal publication 3. $4,000 administrator's budget 4. $1,500 election account 5. $2,000 clerk's budget 6. $3,500 from finance budget 7. $6,250 from the City Engineer's account 8. $5,000 from Fire Department 9. $8.000 from buflding inspections 10. $8.200 from street/materials account $42,450 TOTAL Miron made motion, Goiffon seconded, to send a bill to the newly -formed Brown's Creek Watershed District for the engineering expenses incurred by the City for review of the School Section/Goggins lake flooding problem. All aye. Motion Carried. Miron made motion, Goiffon seconded, directing staff to renegotiate the contract with the White Bear Lake Counseling Center to reduce the City's participation in funding the Center to $3,000/year. All aye. Motion Carried. Leroux made motion, Miron seconded, to adopt the 1994 fee schedule for the Uniform Building Code. All aye. Motion Carried. City Council meeting of January 21, 1998 Page 2 Goiffon made motion, Leroux seconded, directing staff to renegotiate the City's Law Enforcement Contract with Washington County reducing the number of contract deputies from four to three. All aye. Motion Carried. The Council then considered employee wages for 1998. Miron made motion, Goiffon seconded, directing City staff to prepare a resolution reflecting an increase in employee wages by 2 1/2% for 1998, except for the Maintenance Supervisor, who will receive a $.50 per hour raise. VOTING AYE: Arcand, Goiffon, Leroux, Miron VOTING NAY: Barnes Motion Carried. Councilman Arcand asked which sites were being considered for construction of the new Fire Hall. The Administrator stated that he will provide Councilman Arcand with the Committee report listing their options and recommendations. Leroux made motion, Goiffon seconded, to reactivate the Site Selection Committee, with Dave Schumann as Chair, to reevaluate and update their report and recommendations for location of a new Fire Hall.
