The meeting was called to order by Mayor Fran Miron at 7:34PM.

The Council previously received a proposed Development Agreement, between the City of
Hugo and the Backes Companies, for the subdivision known as Creekview Preserve. Mr.
Backes requested the Council approve the Development Agreement so that he could post
the necessary escrow, and begin grading the project, even though he had not yet presented
the final plat the City Engineer's review. Mr. Backes had posted $60,000 in escrow with
the RCWD for grading and erosion control on the project, as well as an escrow of
$1,327,195 with the City of Hugo to guarantee completion of the public improvements
planned for the project.
Miron made motion, Leroux seconded, to approve the Development Agreement for the
Creekview Preserve subdivision.
All aye. Motion Carried.
FENWAY BOULEVARD/AVENUE BID OPENING
The Council received a letter from the City Engineer requesting to reschedule the bid
opening for the Fenway Boulevard/Avenue improvement project until July 30, 1998. This
request is being made since the City has not yet acquired the property for the project. The
City recently received a preliminary plat application for a development known as Eagle
View Meadows, which will provide the City the opportunity to delete the sanitary sewer
north of 140th Street from the project. The RCWD permit has not yet been received.
Miron made motion, Leroux seconded, to readvertise the bid opening for July 30, 1998
for the Council to receive a tabulation of the bids received at their meeting of August 3,
1998.

The City Council then reviewed a proposed letter to be sent to the Washington County
Board of Commissioners thanking them for organizing the regional rail meeting of June
18, 1998, and requesting that the County take a role in organizing efforts between
communities to develop transportation links between communities.
Leroux made motion, Goiffon seconded, to approve the letter as presented.

140TH STREET ALIGNMENT
The Mayor opened discussion on the future alignment of construction of 140th Street,
from TH 61 to Elmcrest Avenue. The City Engineer presented three options for
alignment of this road:
1. Extend from the intersection of 140th Street and TH61 to the north west and connect
to CR8.
2. Extend 140th Street, due west, and connect to Cedar Street in Lino Lakes.
3. Some combination of the other two alignments to provide access to both directions.
The City Administrator stated that the reason this matter was brought before the Council
for consideration is that the proposed development in the southeast quadrant of
Frenchman Road and Elmcrest Avenue, which, if it occurs, would block construction of a
collector street in this area. In addition, the development of the Bald Eagle Industrial
Park, and residential properties along Fenway Avenue/Boulevard will be increasing local
traffic in the area.
Residents expressed concerns regarding truck traffic through residential areas, diminishing
property values, potential for assessments, forcing people to subdivide their property,
adding additional public easements across property already subject to numerous
easements, and development constraints. It was also suggested that the City's traffic -
capacity goals be managed through improvements to TH61 and CR8. Issues raised
supporting development of 140th Street would be pulling traffic off the intersection of
TH61 and Frenchman Road, providing local access to services in Lino Lakes and White
Bear Township, and provide more direct access to 35E. The road could serve as a buffer
between residential property to the south, and potential for commercial/industrial
development to the north. The traffic capacity of both Frenchman Road and CSA8 would
be improved.
Issues regarding the connection of a new road to Elmcrest Avenue, at whatever location,
would need to be coordinated with the City of Lino Lakes.
Leroux made motion, Goiffon seconded, to adjourn at 10:50PM.
