The meeting was called to order by Debra Barnes on behalf of the Mayor at 7:10 p.m.

ABSENT: Leroux and Miron
Camellia Corell, with the engineering firm of Edmonds and Olivier, provided background
information on how storm water infiltration works. She stated that in reviewing
infiltration projects, there are five principal areas of concern, including infiltration rates,
depth to groundwater, potential for soil clogging, water quality, and cost of construction
and maintenance.
She was followed by Brad Edmonds, who explained how the South Washington County
Watershed Management District was using infiltration to manage storm water, and stated
that it is important that prior to designing a project to know the hydrological cycle in an
area, and that infiltration could assist with volume control, maintaining and improving
water quality, and recharging groundwater aquifers.
Kate Drewry, administrator for the RCWD, explained that it was the District's policy to
reduce runoff volumes through infiltration, minimizing impervious surfaces in developing
areas, retain landlocked basins, minimize soil impactions during development activities,
and establish best management practices for the management of storm water runoff. Mr.
Paul Nelson with the RCWD's engineering firm Montgomery Watson, closed the
presentation.
Group discussion followed on the benefits, issues, and concerns regarding using
infiltration to control storm water. Some of the issues raised included: the need for
mathematical certainty in flood control; local geological conditions; that storm water
management was one of many systems the City needed to manage to insure public health,
safety, and welfare. The community also had to be concerned about urban sprawl, cost
and economy, and social issues.
Goiffon made motion, Arcand seconded, to adjourn at 11:00 p.m.
