The special meeting was called to order by Mayor Fran Miron at 7:30 p.m.

The first item of business was to consider a request by Paul Keleher, Lake Area Consulting,
Inc., and Bruce and Jeanette Charpentier, to stockpile 2,400 to 3,500 cubic yards of spoil
from the Pineview Meadows development on the Charpentier's property, 13825 Forest
Blvd., located at the west end of Foxhill Avenue.
Miron made motion, Leroux seconded, that the City had no objection to the stockpiling of
material on the site, as along as the developer obtains necessary permits from the RCWD.
Voting AYE: Arcand, Goiffon, Leroux, Miron
Voting NAY: Barnes
Motion Carried.
The City Administrator provided the Council the results of the survey taken among Council
members regarding capital expenditure priorities for the next five years. For the benefit of
the Council members -elect, the City Administrator briefly explained each of the 30 projects
on the priorities list.
The City Engineer provided the Council with a cost estimate for lowering the railroad grade
at 140th Street, and improving 140th Street, between Finale Avenue and Forest Blvd. He
also stated that it would be somewhat less expensive to improve the grade at 130th Street.
After some discussion, the Council considered these items to be a priority to the City, and
directed that they be placed on the "A" priority list of future capital expenditures.
The Mayor recommended that the City purchase the Oakshore Park Homeowners'
Association park, and be added to the `B" priorities list, which was agreed to by other
Council members.
The Mayor also requested that staff contact Washington County Public Works to determine
the feasibility of installing a culvert under the old railroad bed along Forest Boulevard to
drain the intersection of 165th Street and TH61.
The Mayor then presented the Council a letter he had received from Martha Peltier
requesting that the City appoint a fence viewer to assist in resolving the dispute between Al
and Linda Marcu and Mrs. Peltier.

Miron made motion, Barnes, to appoint Tim Leroux as the fence viewer.
All aye. Motion Carried.
The Mayor then provided the Council a letter he had received from attorney, Paul Haik,
regarding the RCWD's November 24, 1998 meeting, at which time they received the City's
petition to declare the culverts on CR4 and Harrow Avenue obstructions to Judicial Ditch 2.
Mr. Haik informed the Council in his letter that the District Board of Managers had
forwarded the petition to staff for review, and was considering conducting a meeting on the
petition on December 23, 1998. Staff was directed to keep Council informed of the meeting
time and location.
The Mayor presented the Council a copy of a letter received from the Girl Scout Council of
the St. Croix Valley recognizing the achievements of Angelique Howe and Abra Seelig in
earning the Girl Scout Gold Award in May, 1998. The award is the highest award in girl
scouting. The Mayor requested staff prepare Certificates of Achievement for the scouts, and
request their presence at an upcoming Council meeting to received their recognition.
The Council briefly discussed the City Christmas party scheduled for December 18, 1998.
Debra Barnes requested an opinion from the City Attorney regarding open meeting law
considerations for the party.
Goiffon made motion, Leroux, seconded, to adjourn at 10:10 p.m.
