PRESENT: Barnes, Goiffon, Johnson, Leroux, Miron City Administrator, Robert Museus City Attorney, Greg Galler City Engineer, Tom Angus City Planner, Ed Elliott City Clerk, Mary Ann Creager ADDMONS TO AGENDA Petition to RCWD from Resident of Columbus Township Leroux made motion, Goiffon seconded, to approve the following Consent Agenda: City Council minutes for January 21, 1997 General Claims for February 3, 1997 Special Use Permit (Xai Keu) Special Use Permit (Peltier/SBA) Firefighter Appointment All aye. Motion Carried. MINOR SUBDIVISION (CREAGER) Tom and Mary Ann Creager, 12203 Ingersoll Avenue, have requested a change in the lot line between Lots 2 and 3, Block 1, Arcand Estates subdivision, with both parcels being owned by the Creagers. The property is zoned RR2. The rearrangement of the lots proposed would provide lake frontage to both lots, and following the rearrangement, both lots would exceed the five acre minimum lot size. The PC considered this request at their meeting of January 22, 1997, and recommended approval of the resubdivision as proposed. Mayor Miron stated that the Creagers would need a SUP, as the change in lot lines would place a small pole barn on Lot B with no principal building. Miron made motion, Leroux seconded, to approve the change in the lot line between Lots 2 and 3, Block 1, Arcand Estates subdivision, subject to the following: 1. A SUP be obtained for Lot B because of pole barn with no principal building. 2. A perc test be provided for Lot B. All aye. Motion Carried. City Council meeting of February 3, 1997 Page 2 PELOOUIN INDUSTRIAL PARK IMPROVEMENT PROJECT The City Council had expressed an interest in extending utilities to the Peloquin Industrial Park in 1997, if possible. Previously, the Council considered a feasibility report by the City Engineer and determined that the most cost-effective means of serving the Park with sanitary sewer is through a trunk main along the NSP easement north of the Park, and west of T.H. 61. Water service would be brought to the Park from the south along T.H. 61 and looped through the trailer park. The Engineer's estimated cost of the project is $1,068,384. Staff reviewed the plans and cost estimates prepared by the City Engineer, and a draft assessment roll was prepared for the project. This assessment roll is only tentative, and would be subject to change as the Council proceeds through the project. Miron made motion, Goiffon seconded, to accept staff recommendation as follows: 1. The City Council establish a public hearing on the proposed project under Chapter 429 on March 3, 1997. 2. Prior to the hearing, staff is to meet with property owners in the area to explain the project, how it is to be assessed, and to receive comments from the property owners. 3. Given the Council determines to proceed with the project following the public hearing, that the assessments be levied prior to letting a contract for the project in order to allow the appeal for the assessments to elapse prior to the City committing substantial dollars to the project. All aye. Motion Carried. DOWNTOWN REDEVELOPMENT PLAN The Hoisington Koegler Group completed the City's draft Downtown Redevelopment Plan and was to present it to the Planning Commission at their meeting of January 22, 1997. Such presentation did not occur due to the weather. In order to speed review of the Plan, staff recommended that the Council establish a date for a joint meeting of the City Council and Planning Commission to review the proposed Downtown Redevelopment Plan. Miron made motion, Leroux seconded, to schedule a joint meeting of the City Council and Planning Commission for February 19, 1997, at 7:30PM, Hugo City Hall, to discuss the draft Downtown Redevelopment Plan. All aye. Motion Carried. CLEARWATER CREEK ENGINEERING PROPOSAL At the Hugo City Council meeting of January 6, 1997, the Council considered a scope of work prepared by WSB focttie nreparation of plans and specs for the improvement of the Clearwater Creek corridor. The project's purpose is to enhance the area's ability to accommodate stormwater runoff, improve water quality, provide wetland mitigation areas for various City projects, and to, potentially, provide a controlled outlet for stormwater City Council meeting of February 3, 1997 Page 3 from Oneka Lake. Estimated project cost is $69,500, a portion of which may be shared by the City of Lino Lakes. Leroux made motion, Miron seconded, directing engineers from WSB to develop the Clearwater Creek engineering proposal, at an estimated cost of $69,500. VOTING AYE: Barnes, Goiffon, Leroux, Miron VOTING NAY: Debi Johnson Motion Carried. RECOMMENDED ROAD ORDINANCE CHANGE The City's Maintenance Supervisor has recommended a change to Hugo City Code, Chapter 180, Section 6, regarding the load limits for motor vehicles using City streets during the Spring -thaw period. Currently, ordinance limits the weight of vehicles during the Spring thaw to three tons per axle. The Maintenance Supervisor has recd mnended increasing the weight limit to five tons per axle to align the City's practice with those of adjacent municipalities, the County, and State. The three -ton load limit has been difficult to enforce, and has required numerous exemptions. In addition, the recommended ordinance language specifies that the weight limits within the City of Hugo will run concurrently with those established by the MNDOT for their roads in the same area, which will align the City's practice with those of the County and State, and reflect current City practice. In order to protect those roads which may not handle the additional weight, the revised ordinance allows the Engineer or Maintenance Supervisor to post certain roads for reduced weight limits. Leroux made motion, Goiffon seconded, to schedule a public hearing for March 3, 1997, at 7:05 PM, to consider the proposed change Hugo City Code 180, Section 6, entitled Motor Vehicle and Traffic. All aye. Motion Carried. MISCELLANEOUS Mayor Miron stated that he would be attending a meeting with Dick Schreier, Al Goodman, and Jim Leroux on February 10, 1997, 9:OOAM, at the Washington County Government Center to discuss Mr. Schreier's proposed development. Mayor Miron requested that someone from City staff attend the meeting as well. PETITION Councilman Leroux presented the Council with a petition from a Bob Walls, a landowner/developer from Columbus Township, requesting that the RCWD to take the lead in preparation of a study to determine the impact of the high water level at the dam on Peltier Lake. City Council meeting of February 3, 1997 Page 4 Miron made motion, Leroux seconded, that the Hugo City Council endorses the proposed petition, and direct staff to forward the petition and a letter of endorsement to surrounding communities affected by the water level of the dam. VOTING AYE: Barnes, Goiffon, Leroux, Miron ABSTAINED: Debi Johnson All aye. Motion Carried. Council member Debi Johnson thanked individuals responsible for cleaning City fire hydrants. She also questioned why the emergency access secured for the Oneka Estates subdivision has not been plowed. The City Administrator stated that he will check into the matter.
