MEETING OF FEBRUARY 19. 1997
Mayor Miron called a special meeting of the Hugo City Council to order at 8:OOPM to jointly
consider the recommendation of Hoisington Koegler/Loucks and Associates for redevelopment of the
downtown area.
PRESENT: BARNES, GOIF'FON, JOHNSON, LEROUX, MIRON

Mr. Fred Hoisington, of the Hoisington Koegler Group, made a presentation to the City Council
and Planning Commission on his firm's recommendations on the redevelopment of the City's
downtown area. He started with a brief recap of the issues which were studied in the planning
process and then made the following general recommendations:
1. The City establish an economic development authority with HRA Powers to administer the
redevelopment of the downtown area.
2. City increase the permitted land use density in the shoreland district of Egg Lake from 25%
to 75%.
3. A design overlay district be created by ordinance for the downtown area based on the forms
of the existing feed mill.
4. City establish regional stormwater pond for the downtown area.
5. City establish a TEF district to assist in paying for public improvements, land assembly, and
improvement.
6. City obtain legislative authority to establish a special service district for the downtown area
for the construction and maintenance of parking facilities.
7. The City investigate obtaining a Livable Communities Grant from the Metropolitan Council
to assist in the redevelopment efforts.
8. The majority of the public parking downtown be publicly owned and shared between
businesses.
9. The City should study the entrance to the community along County Rd. 8 to prepare a
develop ment plan for the property.
10. Trunk Highway 61 be expanded to four lanes and improved to include trees, a center island
and public amenities along the sidewalk on both sides of the roadway.
A written plan was provided to the Council and Planning Commission with more detailed
recommendations and concepts. The Planning Commission and Council then questioned Mr.
Hoisington and the city staff regarding elements of the plan and allowed for public comment. It
was decided that the Planning Commission would take time to study the plan and make a
recommendation to the Council on whether it should be approved.
Commissioner Schumann made notion. seconded by Rubenzer to table discussion of the do%%uto%%n
redevelopment plan until the Planning Commission meeting of March 26. 1997.

Council member Barnes made notion. seconded by Leroux to adjourn the Cite Council mectiug at
9.i3PM.
All ave. motion carried.
