MASTER PARK PLAN UPDATE
Mr. Tim Agness, co-chair of the City's Park Planning Committee, was present at
the meeting to provide the Council an update on his group's progress in preparing
a Master Park Plan for the community. Mr. Agness stated that another
"community" meeting should be held sometime in April, and questioned how
residents would be notified. The City Administrator suggested that the meeting be
publicized in the City's Spring Newsletter.
FOREST LAKE TIMES
At the Council meeting of March 3, 1997, the Council requested that a
representative of the Forest Lake Times discuss, with the Council, their charging a
fee for the delivery of the paper to residents of the City of Hugo. Mr. Howard
Lestrud, editor of the Times, was not able to meet with the Council at this
evening's meeting, but will be available on April 7.
Miron made motion, Barnes seconded, to table this matter until April 7, 1997.

RFP FOR PROPERTY APPRAISAL SERVICES
As a result of the public hearing conducted by the Council on March 3, 1997,
regarding the extension of the municipal services and certain street improvements
to the Peloquin Industrial Park, the City Attorney prepared proposals for appraisal
services. It is the intent of this document to seek qualified appraisers to assist the
City in determining the value to be received by individual parcels from the project.
Miron made motion, Barnes seconded, to approve the RFP for property appraisals
services for the extension of municipal services and certain street improvements to
the Peloquin Industrial Park and adjacent area.
All aye. Motion Carried.
INDUSTRIAL SITE PLAN APPROVAL - WILSON TOOL
Wilson Tool, 12912 Farnham Avenue, has applied for site plan approval for the
addition of a 40,850 sq. ft. building east of Farnham Ave. and south of the recently
constructed 36,200 sq. ft. building. The exterior of the building will match the
other Wilson Tool buildings in the area. The Rice Creek Watershed District has
approved the proposed site plan changes, and recommended approval of the site
plan as proposed. Councilmember Barnes questioned the outlet/weir for the large
pond because of previous discussions on downstream flooding. The City should
make sure the pond is functioning property before contributing additional water.
Barnes made motion, Miron seconded, to approve the Site Plan for Wilson Tool to
construct a 40,850 sq ft addition east of Farnham Avenue and south of their
36,200 sq ft building, according to the submitted site plan.
All aye. Motion Carried.
Miron made motion, Barnes seconded, directing staff to contact the RCWD to
determine if the City needs to be doing anything to make sure that the Wilson Tool
pond was functioning properly.

Mr. Fred Riermann owner of American Structural Metals, 15152 Freeland Ave.
No., has requested site plan approval to construct a 14,100 sq. ft. addition to his
existing 13,720 sq. ft. building. The plans, as presented, meet all setback
requirements and the Rice Creek Watershed District has approved the site plan.

Goiffon made motion, Miron seconded, to approve the site plan request of
American Structural Metals, 15152 Freeland Avenue, to construct a 14,100 sq ft
addition to the existing 13,720 sq ft building, according to the site and drainage
plans submitted.
All aye. Motion Carried.
PLANNING COMMISSION APPOINTMENT
Planning Commission Chairman Theodora Peltier, Council member James Leroux,
and City Administrator Robert Museus, interviewed the three candidates for the
vacancy in the City's Planning Commission and recommended the appointment of
Sydney Harrison, 14728 Irish Ave. No., to fill the vacancy left by the resignation
of Tim Agness. This term would run until 12/31/97.
Goiffon made motion, Barnes seconded, to appoint Sydney Harrison to the Hugo
Planning Commission for a term to expire 12/31/97.
All aye. Motion Carried.
INTERFUND TRANSFER
As discussed previously with the Council, the City's Finance Director
recommended transferring $19,377.46 from the 1984 Improvement Bond Sinking
Fund to the Capital Facilities Fund effective January 1, 1997. This transfer is being
recommended since the 1984 Capital Improvement Bond issue has been paid and
the Fund is no longer necessary.
Barnes made motion, Goiffon seconded, approving transfer of $19,377.46 from
the 1984 Improvement Bond Sinking Fund to the Capital Facilities Fund, effective
January 1, 1997.
All aye. Motion Carried.
FIRE HALL COMMITTEE UPDATE
Dave Schumann and Mike Trossen presented the Council with a report on Needs
Assessment for Expansion & Renovation for the Hugo Fire Station. The
Committee has suggested that the new proposals be presented to City residents at
a community meeting. It was suggested that the meeting date be included in the
Spring Newsletter.

Miron made motion, Goiffon seconded, to tentatively schedule a meeting with the
City Council, Fire Hall Committee, and residents to discuss the new Fire Station
for May 31, 1997.
All aye. Motion Carried.
Dave Schumann updated the Council of recent RCWD discussions regarding
cleaning of Hardwood Creek and Judicial Ditch #2.
Mayor Miron updated the Council on the City's effort to obtain 80 acres of tax
forfeited land.
Goiffon made motion, Miron seconded, to adjourn at 8:58PM.
