The meeting was called to order by Mayor Fran Miron at 7: IOPM.

Update on River City Asphalt
CONSENT AGENDA
Miron made motion, Barnes seconded, to approve the following Consent Agenda:
General Claims for June 16, 1997 in the amount of $25,300.87
Findings of Fact (Kane)
All aye. Motion Carried.
The Council considered Findings of Fact prepared by the City Attorney, based on Council
action on June 2,1997, for denial of the rezoning request of Mike Kane. Adoption of the
Consent Agenda approves the Findings of Fact, as proposed.
Barnes made motion, Goiffon seconded, to approve the City Council minutes for the
meeting of June 2, 1997, as amended.
All aye. Motion Carried.
C.R. 8A PUBLIC IMPROVEMENT ASSESSMENT HEARING
Mayor Miron clarified what was being assessed against benefiting property (water, sewer,
and driveway aprons), and that the other improvements were part of the County project.
The City's Finance Director, Ron Otkin, explained the increase in cost for the aprons, and
the City Attorney explained the assessment and appeal process. Mayor Miron opened the
public hearing with the following comments being made:
Walter Krause, 6043 Egg Lake Road: Sidewalk and apron higher than his existing
driveway creating drainage problems.

Louis Bailey, formerly of 6213 Egg Lake Road: Sold his house with the understanding
that the project would not be undertaken. Mr. Bailey signed an agreement with the new
owner stating that he (Bailey) would be responsible for any assessments within a one-year
period. As a result, he (Bailey) is responsible for the assessment even though he no longer
resides in the house.
Craig Vinson, 6191 Egg Lake Road: Two family cars were damaged while driveway
aprons were being installed.
Cindy Highsmith, 6211 Egg Lake Road: Contractor damaged their existing driveway.
Mrs. Mike Lindau, 5080 Egg Lake Road: Driveway apron is already cracked.
Dee Pastorius, 6074 Egg Lake Road: Water and sewer stubs were not properly located;
road runoff has resulted in increased costs to have septic system pumped; existing
driveway damage.
Larry Hanson, attorney for Harold and Nancy Bramstedt, 6104 Egg Lake Road: The
Bramstedts have filed an appeal stating that their property will not benefit by the amount
of the assessment.
Kathy Atkinson, 14092 Forest Blvd.: Experienced many inconveniences; inability to
maintain ditch along T.H. 61 after reconstruction.
Diane Johnson, 6009 Egg Lake Road: Questioned who along the road was compensated
by the City, and for what? Ron Otkin will check into.
Mayor Miron then closed the public hearing for further comment.
Because of the many problems experienced by residents along the construction area, the
Council thought it would be a good idea to discuss these issues with Washington County
Public Works. The City Engineer will also check into residents' complaints regarding
their driveway aprons and other problems.
Miron made motion, Goiffon seconded, to recess Council discussion of the assessment
hearing to allow time to discuss the project with Washington County. The Council will
continue deliberations at their regular meeting of July 21, 1997.
All aye. Motion Carried.
LIQUOR LICENSES (THE END ZONE)
Miron made motion, Goiffon seconded, to approve the following licenses to CLASSIC
HOLDINGS, INC., dba The End Zone, 13891 Forest Blvd.: On Sale, On Sale Sunday,
Games and Cigarette.
Council member Barnes stated that she would be voting no because, in her opinion, liquor
licenses should be issued to individuals who meet certain standards.
VOTING AYE: Miron and Goiffon
VOTING NAY: Barnes

BOBBER'S BOATS AND BAIT
Mr. McElmury requested that his hearing date be extended to July 21, 1997.
Miron made motion, Barnes seconded, to table the hearing until July 21,1997 to consider
allegations of violations of the liquor ordinance and the SUP.
All aye. Motion Carried.
DOG COMPLAINT
Because of an two separate unprovoked attacks by a Rottweiler known as "Samantha",
the City Attorney determined that the animal should be considered a "dangerous animal"
and removed from the City. The owners of the animal were present at the meeting, and
stated that they would soon be married and moving from the City. They requested that
they be allowed seven (7) days in which to find another location for the animal, and in the
mean time, would keep the animal in the house or chained when they are in the yard with
the animal.
Goiffon made motion, Barnes seconded, to allow the owners of the Rottweiler named
"Samantha" seven days from today's date (6/16/97) in which to find another location for
the animal, and the animal be kept in the house or chained when they are in the yard with
the animal.
All aye. Motion Carried.
SUNSET LAKE PARKING COMPLAINT
The City received a letter from a resident along Sunset Lake stating their concerns with
the large number of cars and trailers parking along the cul-de-sac at the end of Homestead
Drive.
Barnes made motion, Goiffon seconded, directing the Fire Chief to inspect the above-
mentioned site on a weekend to determine if there is adequate room for emergency
vehicles to access the area, and report his findings to the City Council.
All aye. Motion Carried.
Miron made motion, Goiffon seconded, directing the Maintenance Supervisor to inspect
signs from 125th Street to C.R. 7 to determine if signs remaining are adequate.

BROWN'S CREEK DEVELOPMENT MORATORIUM
The City received a letter from Myra Peterson, Chair of the Washington County Board of
Commissioners, requesting that the City adopt a one-year development moratorium with
the Brown's Creek watershed.
Miron made motion, Barnes seconded, that the City Attorney draft a letter to Washington
County stating that the City is well aware of flooding problems in the area, and state how
Hugo is handling development proposals rather than a moratorium.
All aye. Motion Carried.
GLAMOS WIRE PRODUCTS AGREEMENT
Miron made motion, Goiffon seconded, directing the City Attorney to draft a letter to
Glamos Wire Products in response to their recent correspondence to the City.
All aye. Motion Carried.
EMPLOYEE REQUEST
Carole LaBelle has submitted her resignation effective on June 20, 1997. She had
requested that she receive a cash payment for her remaining vacation rather than taking
actual time off.
Miron made motion, Goiffon seconded, to accept the resignation of Carole LaBelle
effective June 20, 1997, and make a cash payment to her for 140 hours of accrued
vacation time.
All aye. Motion Carried.
CORRESPONDENCE
The City received a letter from Mr. Chuck Henry regarding rumors of the City taking
property for a trail system. Mayor Miron stated that he will contact Mr. Henry regarding
his letter.
BALD EAGLE INDUSTRIAL PARK WORKSHOP
Barnes made motion, Goiffon seconded, to schedule a workshop for Monday, June 30,
1997, at 7:30PM, Hugo City Hall, to discuss the Bald Eagle Industrial Park.

RIVER CITY ASPHALT UPDATE
The City Attorney briefed the Council on River City's well inspection stating that no
contamination was found.
Goiffon made motion, Barnes seconded, that the City Attorney is authorized to enter into
a stipulation to cap the well located at the River City Asphalt gravel pit once the court
order has been complied with to the City Attorney's satisfaction.
All aye. Motion Carried.
Goiffon made motion, Barnes seconded, to adjourn at 9:59PM.
