MINUTES FOR THE HUGO CITY COUNCIL MEETING OF 12/08/97 <br />The meeting was called to order by Mayor Fran Miron at 9:1 SAM. <br />PRESENT: Arcand, Barnes, Goiffon, Miron <br />Administrator, Robert Museus <br />Finance Director, Ron Otkin <br />Fire Chief, Jim Wisner <br />Assistant Chief, Joe McMahon <br />Training Officer, Marty Schwartz <br />ABSENT: Jim Leroux <br />The purpose of this meeting was to review the City's proposed 1998 budget. The City's <br />Finance Director presented the budget on a fund -by -fund basis, and answered the <br />Council's questions on the document. <br />The Council received a request from the Fire Chief to spend $9,744 out of the <br />Department's 1997 budget for various capital expenditures. <br />Miron made motion, Barnes seconded, to approve the purchases and to direct staff to <br />contact various charitable gambling organizations within the City and Forest Lake for a <br />donation to pay for such purchases. <br />All aye. Motion Carried. <br />The Chief requested that the City establish Fire Department Capital Improvement Fund for <br />the annual deposit of any unused funds from the Fire Department budget as a means to <br />fund major purchases of fire equipment. <br />Miron made motion, Barnes seconded, to establish a Fire Department Capital <br />Improvement Fund in the City, and to direct that any unspent funds from the Department's <br />1997 budget be deposited in such account. <br />All aye. Motion Carried. <br />The Chief then asked a Chief s Discretionary Account be established within the Fire <br />budget to allow for the purchase of sundry items in support of the Department's morale <br />and welfare, and for hosting activities. The Council directed staff to establish such an <br />account in the Fire budget, and to move $500 from the Operating Supply Account to the <br />Chiefs Discretionary Account. <br />The Council discussed a letter received from Rusty Fifield, of Ehlers and Associates, <br />regarding the funding of a new Fire Hall through a Lease Purchase Agreement. After <br />some discussion, the Council decided that they would review the 1998 budget for <br />
