The meeting was called to order by Mayor Fran Miron at 9:1 SAM.

ABSENT: Jim Leroux
The purpose of this meeting was to review the City's proposed 1998 budget. The City's
Finance Director presented the budget on a fund -by -fund basis, and answered the
Council's questions on the document.
The Council received a request from the Fire Chief to spend $9,744 out of the
Department's 1997 budget for various capital expenditures.
Miron made motion, Barnes seconded, to approve the purchases and to direct staff to
contact various charitable gambling organizations within the City and Forest Lake for a
donation to pay for such purchases.
All aye. Motion Carried.
The Chief requested that the City establish Fire Department Capital Improvement Fund for
the annual deposit of any unused funds from the Fire Department budget as a means to
fund major purchases of fire equipment.
Miron made motion, Barnes seconded, to establish a Fire Department Capital
Improvement Fund in the City, and to direct that any unspent funds from the Department's
1997 budget be deposited in such account.
All aye. Motion Carried.
The Chief then asked a Chief s Discretionary Account be established within the Fire
budget to allow for the purchase of sundry items in support of the Department's morale
and welfare, and for hosting activities. The Council directed staff to establish such an
account in the Fire budget, and to move $500 from the Operating Supply Account to the
Chiefs Discretionary Account.
The Council discussed a letter received from Rusty Fifield, of Ehlers and Associates,
regarding the funding of a new Fire Hall through a Lease Purchase Agreement. After
some discussion, the Council decided that they would review the 1998 budget for
City Council meeting of December 8, 1997

potential cost savings to pay for such a financing Agreement, and that they would discuss
this matter again after the first of the year.
Warren Arcand requested that Tim Vadnais, Fire Chief of White Bear Lake, be invited to
attend a future Council meeting to discuss the potential of the City contracting with the
White Bear Lake Fire Department for fire protection services. The Mayor requested that
the City Administrator arrange such a meeting.
Goiffon made motion, Barnes, to adjourn at 1:30PM.
