Leroux, Miron City Administrator, Robert MUseus City Attorney, Greg Galler City Engineer, Tom Angus City Clerk, Mary Ann Creager ADDITIONS TO AGENDA Schedule joint meeting with Planning Commission to discuss Comp Plan Information meeting with May Township re Brown's Creek study Appoint engineer to perform Brown's Creek study Discussion on schedule for downtown redevelopment River City Asphalt Leroux made motion, Goiffon seconded, to adopt the following Consent Agenda: A. City Council meeting of December 18, 1995 B. City Council meetinq of December 27, 1995 C. City Council meeting of December 28, 1995 D. Claims for January '2, 1996 E. Fire Relief Association Retirement Benefit F. Minor Subdivision (Masters) G. 1996 Appointments All aye. Motion Carried. PLANNING COMMISSION APPOINTMENT A Committee established by the City Council conducted .interviews of candidates for the vacancies on the Hugo Planning_ Commis=sion on December 20, 1995. Leroux made motion, Miron seconded, to reappoint ken Rubenzer to a 4 -year term and appoint Alice Waller to complete the unexpired term of Tammy Mi.ltz-Miller, to expire 12.113-1/96. All. aye. Mot.ior} Carried. SNOWMQl3 I LE SPEED RUN The Huqo Snowmobile Club has made application to conduct a competition F. -,peed run on Egg Lake on January 20, 1.996. Leroux made motion, LaValle seconded, to approve the Hugo Snowmobile ClUb's regUest to conduct a competition speed run on Egg Lake on JanU.a.r•y 20, 1996, Subject to .19 special conditions. All aye. Motion Carried. At a later- date, the City will discuss the use of City property b;. the Club for a snowmobile trail. <# a f_':o6:1nti l m@@ting of January i, 1996 Page COMPREHENSIVE STORM WATER MANAGEMENT FLAN Mr. Todd Hubmer.of OSM was present at the meetinq to discuss his memorandum of December 18, 1.995 regarding changes to the City of Hugo's proposed Comprehensive Storm Water Manaqement Flan, recommended in response to comments received from watershed districts, the DNR, and other agencies. Leroux made motion, Goiffon seconded, to approve the changes to the draft. Comprehensive Storm Water Manaqement Flan as recommended by the City Council at tonight's meetinq. All aye. Motion Carried. LAKE AIR DRAINAGE IMPROVEMENT Mr. Hubmer provided the Council with an update on the City's efforts to lower the elevation of the Wilson Tool pond for the purpose of draining the ditches in the Lake Air Estates subdivision for maintenance. FIRE HALL COMMITTEE REPORT At the Council meeting of December 18, 1995, action was tabled on the report of the Fire Hall BUildinq Committee until tonight's meetinq in order to allow members of the Committee adequate time to prepare written comments for Council consideration. Committee members Wally Stolt man, Dan Davis, and Greg Burmeister- addressed the Council verbal.i inq their written comments. Because the downtown redevelopment program is beinq implemented, the Council felt the location of a Fire Hall could be considered at the same time. Financing is also a major consideration, and the Council requested a financial analysis be provided for discussion at a workshop to be scheduled at a later date. Miron made motion, Barnes seconded, to direct the City's Finance Director prepare debt service estimates for the proposed improvements to Peloqui.n Industrial Parti; and the Oak Shore Park area, as well as construction of a new Fire Hall.. All aye. Motion Carried. FIRE FIGHTER DISCIPLINARY RL --COMMENDATION The Chief of the Hugo Volunteer Fire Department recommended that the Council take disciplinary action against a member of the Department, as the member has not met the attendance requirements of Section 1209 of the; SOP, during the 2nd and =rd quarters of 1995. Lerou:: made motion, Goiffon seconded, to establish a discipline hearing date for February 5, 1996, at 8:30 PM, Hugo City Hall, to consider the recommended disciplinary action against a member of the Hugo Volunteer Fire Department. City Council meeting of January 2, 1996 Page _ JOINT MEETING WITH PLANNING COMMISSION Miron made motion, Barnes seconded, directing City staff to schedule a joint meeting with the Planning Commission for January 9 or 10, 1996 for the purpose of discussion of the City's Comprehensive Plan. All aye. Motion Carried. BROWN'S CREEK STUDY The City of Hugo will hold a joint meeting with May Township on January 22, 1996 at Withrow Elementary School to discuss the Brown's Creek flooding issues. The City Administrator requested that the Council determine an engineer to conduct necessary study. LeroUX made motion, Miron seconded. to desio_nate Steve Woods as the engineer to conduct the Brown's Creek study for the City of Hugo. Barnes made motion, Miron seconded, to amend the previous motion that Pete Willenbring of WSB be considered an alternate should May Township disagree with the choice of Steve Woods. VOTE ON AMENDMENT: All aye. Motion Carried. VOTE ON ORIGINAL MOTION: All aye. Motion Carried. DOWNTOWN REDEVELOPMENT SCHEDULE The City received a downtown redevelopment schedule from Hoisington Koegler Group, Inc. It was suggested that the schedule be forwarded to the local newspapers as a press release. RIVER CITY ASPHALT The City Attorney stated that River City Asphalt has signed their Mining and Special Use Permits, but that they had crossed out certain statements on the documents not to their liking- Miron made motion, Leroux seconded, authorizing the City Attorney request a hearing with Judge Ken Maas to have River City Asphalt shut down their operation due to lack of proper permits from the City of Hugo. All aye. Motion Carried. REQUEST FOR SALARY INCREASE Miron made motion, Lerou:: seconded, to accept the City Administrator's recommendation that no salar;; increase be awarded to Carole LaBelle at this time based on facts provided. Council member Barnes asked if the City looked at performance in addition to comparable worth, and was informed that. no City employees have had a performance evaluation. All aye. Motion Carried. Barnes seconded, to schedule a performance review for the City Administrator for January 12, 1996 at 9:15 AM. All aye. Motion Carried. ,� Councilmen Miron and Leroux will"with Dean Atkinson and his attorney on Thursday, January 4, 1996, Hugo City Hall, to discuss Mr. Atkinson's mining permit.
