Rice Creek Watershed District: Kate Drewry, District Administrator; Eric Thompson, District Engineer; Board of Managers, Andy Cardinal, Barb Haake, Bob Hutt and Carole Ryden. The evening began with a dinner in the Lino Lakes Senior Center. Mr. Schumacher opened the meeting and briefly explained that he had prepared a very informal agenda. The purpose of the meeting was for each city to briefly describe their development plans and discuss how all three (3) cities and Rice Creek Watershed District (RCWD) could work together to prepare and implement a development plan for the region that meets all three (3) cities goals and the approval of the RCWD. CITY OF HUGO Mr. Elliott used a poster board map and explained the overall development plan for the City of Hugo. This plan included the redevelopment and expansion of the downtown area, retaining the rural atmosphere, and keeping the northeast portion of the City in farming and if not farming, cluster development. PAGE 1 JOINT COUNCIL MEETING FEBRUARY 8, 1996 Mr. Angus used the same poster board map and explained that this map attempts to tie the three (3) communities together. He noted that in the future, Highway 61 will become a four (4) lane highway between the City of Hugo and the City of White Bear Lake. He explained a plan to direct traffic west to I -35E via 134th Street which would connect to Elmcrest Avenue and then continue west in Lino Lakes to Otter Lake Road and 140th Street which would connect to Cedar Street in Lino Lakes and continue west to Otter Lake Road. The purpose of this plan was to reduce the amount of traffic coming into the downtown area on its way to I -35E. Mr. Angus explained that a downtown redevelopment plan would include establishing the Interstate Lumber Company further south in the business park. The railroad track would become a transportation trail. Mr. Museus explained that the City of Hugo is a city in transition and is becoming a part of the metropolitan area. He noted that during the past three (3) years, information has been gathered and development plans for future development have been completed. In addition, the Comprehensive Land Use Plan is progressing as well as a Water Management Plan. Community input was solicited during the development of the Comprehensive Land Use Plan. This Plan will reflect what the residents feel should be the direction of the city. A redevelopment plan for the "core" business district is under consideration, and a study of Hardwood Creek similar to the study for Clearwater Creek is in the process. Mr. Museus also described the green corridor that would follow Clearwater Creek. He noted that Clearwater Creek, begins at Bald Eagle Lake, travels through Hugo, Lino Lakes and Centerville and empties into Peltier Lake. A green corridor on either side of Clearwater Creek could be dedicated to recreation purposes in all three (3) cities to provide a unique recreation opportunity. CITY OF LINO LAKES Mr. Wessel and Mr. Ahrens explained that the Apollo Business Park on the west side of Lino Lakes is nearing completion and other commercial/industrial development areas are now being planned. He used the same poster board map and outlined the development planned for the Clearwater Creek business area. Mr. Wessel explained a plan to relocate Otter Lake Road through the planned business area and away from its current exit on Main Street. Plans for this improvement have been started and the process is now proceeding through the Planning and Zoning Board and City Council for their approval. Mr. Wessel also briefly explained the plan for serving the area with sanitary sewer and municipal water. He noted that the City Council will be acting on resolutions calling for public hearings and requesting authorization to draft plans and specifications for these services at the February 12, 1996 Council meeting. A new one million gallon elevated water storage tank for this area has received preliminary approval from the City Council and preparation of plans and specifications for this facility have been ordered. The City has initiated discussions with the City of Centerville for sharing this facility. PAGE 2 JOINT COUNCIL MEETING FEBRUARY 8,1996 Mr. Wessel explained that the City of Lino Lakes has started the process of updating the Comprehensive Land Use Plan. The Surface Water Management Plan has been completed and accepted by the RCWD. The Shoreland Management Plan has also been updated. Mr. Wessel referred to Hugo's plan to extend a street (134th Street) to Elmcrest Avenue which is the east boundary between Lino Lakes and Hugo. He noted that at one time, there was a plan to build a road between Elmcrest Avenue and Otter Lake Road in Lino Lakes. However, this will be difficult because there are DNR protected wetlands in that area. Mr. Thompson referred to Hugo's long range plan to extend 134th Street and 140th Street west to Lino Lakes and noted that there would be four (4) major crossings over Clearwater Creek. He expressed a need to get roads firmly planned so that plans can be made to cross the Clearwater Creek flood plain. He noted that these crossings could be very costly. Mr. Asleson said that he is actively working on a cooperative parks and playground plan and is very interested in the green corridor along Clearwater Creek. He explained that this corridor could someday be connected to the Rice Creek Chain of Lake Regional Park Preserve. Mr. Asleson asked for help from all three (3) cities and the RCWD in preparing a grant application for this project. Ms. Drewry said that RCWD is also interesting in applying for a grant for other RCWD projects. Mr. LaValle noted that the original focus of the Clearwater Creek study was to manage the water flowing through the Clearwater Creek basin. He said the plan was prepared to solve problems and was not prepared to plan recreation experiences. Mr. Museus agreed that the purpose of the Clearwater Creek study was to study Clearwater Creek and its flood plain so that better management of this waterway could be developed. Mr. Asleson noted that Lino Lakes does have a full service parks and playground program. He expressed interest in discussing a cooperative program with the cities of Hugo and Centerville. CITY OF CENTERVILLE Mayor Wilharber thanked the cities of Lino Lakes and Hugo for inviting Centerville to this meeting and explained that he felt it was beneficial to all three (3) communities to work together for the benefit of each community. He noted that Centerville is looking for additional commercial and industrial development in their business park. Since Clearwater Creek flows through this part of Centerville it is important that Centerville have input into the future of this waterway. Mayor Wilharber noted that Centerville is working on a municipal water feasibility study and a plan to share costs if possible. He PAGE 3 JOINT COUNCIL MEETING FEBRUARY 8,1996 noted that Centerville is updating its Comprehensive Land Use plan which will involve extending the MUSA area to include the entire city. Mayor Wilharber said that the City is planning to extend municipal water to service the Centerville Elementary School. Construction is to begin in the spring. Mayor Wilharber said that he is looking forward to working with the surrounding communities. Ms. Brenner explained that there is a considerable amount of interest in senior housing in Centerville. The city has elected to become part of the Anoka County Housing and Redevelopment Authority (HRA) and will develop a plan for senior housing through this agency. Ms. Brenner stated that the City is purchasing additional property adjacent to Laurie laMotte (Central) Park for expansion of the park. The concept plan for this park includes four (4) ballfields, two (2) soccor fields, pleasure and hockey rink, picnic and playground areas and a basketball court. Ms. Brenner noted that the Centerville residents have expressed the desire to work for cooperation between the adjoining communities. Mr. Schumacher said he felt that it was interesting to note that all three (3) communities are in the process of updating their Comprehensive Land Use Plans and each community has expressed the importance of keeping each other updated regarding each individual plan. Ms. Drewry noted that RCWD has also started the process of updating their five (5) year Water Management Plan. She said she appreciated good communication with each city since this makes each job easier. Ms. Drewry also noted that Lino Lakes has completed their surface water management plan and it has been approved by the RCWD. She explained that Hugo is in the process of completing their plan and Centerville will be starting their plan shortly. Mr. Schumacher thanked everyone for coming this evening. He explained that Lino Lakes and Hugo have been meeting almost quarterly each year for the past several years to discuss matters relating to both cities. He said plans will be made to meet in about three (3) or four (4) months and invited Centerville to attend this meeting. Mr. Leroux moved to recess this meeting for the City of Hugo and continue the meeting to 9:00 A.M., February 9,1996 at the Hugo City hall. Mr. Goiffon seconded the motion. Members voting aye: Goiffon, Lerous, Miron. As Mr. LaValle had already departed the meeting, he did not vote on this motion. Motion carried. The meeting was adjourned at 9:30 P.M. PAGE 4
