The Mayor reconvened the City Council meeting of June 17, 1996, at 9:20AM,
for the purposes of considering sites for the location of the City's
proposed new fire hall. Mayor Miron mentioned that the City had received
the resignation of Councilmember Marvin LaValle.
Chief Wisner made a presentation on the seven sites selected by the
Council for consideration as possible locations for the new fire hall
comparing each site to the previously established selection criteria.
The sites considered included:
1.
The
intersection
of 146th St.
and Forest Blvd.
2.
The
American Legion property
on 147th St.
_.
The
west side of
Forest Blvd.
near Flay Ave.
4.
The
intersection
of Fenway Ave. and 140th St.
5.
The
intersection
of Forest Blvd.
and 140th St.
6.
The
west side of
Forest Blvd.
at approximately 152nd St.
7.
Co.
Rd. S and Everton Ave.
Of these sites the American Legion site and the intersection of 140th SL-.
and Fenway Ave. were identified as the two most likely locations for the
fire hall. After some discussion, it was determined that the southeast
corner of 140th St. and Fenway Ave. provided certain advantages for the
fire hall.
1. It is centrally located in the developing portion of the community as
envisioned in the City's comprehensive plan.
2. It has good access to the City's collector streets. Specifically,
Forest Blvd. and Co. Rd. SA.
3. It is located within one mile of the present fire hall allowing
accessibility for current fire fighters.
4. Utilities are available.
5. The site is currently vacant land and allows for acquisition of enough
property to serve the needs of the department.
6. This location will allow the fire station to serve as a buffer between
the residential property north of 140th St. and the industrial
property south of 140th St.
The neqative consideration in the use of this site is the presence of the
railroad tracks between the station and Forest Blvd. The elevation of
these tracks make it inconvenient to access Forest Blvd. and if for an;:
reason, these tracks are blocked. it would make access from the fire
station impossible. In disCUSsinq this issue, the Council considered that
the City is planning on removing the tracks in the next few years and that
the extension of Fenway Ave. from the south, proposed as part of
industrial park, will be required either
before or concurrently with the construction of the new fire hall. In
addition, the extension of 140th St. to Elmcrest Ave. as proposed in the
City's state aid plan would give the site good access to the entire
community.
Miran made motion, seconded by Leroux; to direct staff to prepare a draft
request for proposals for architectural services to assist the City in the
design of the new fire station and to provide the Council a proposed site
plan for the site on 140th St, and Fenway.
Upon roll call: All voted AYE.
The Council then discussed the location of the proposed new post office in
the community. The administrator informed the Council that he was
currently reviewing three sites other than the Flay Ave. site, currently
agreed to with the postal service, for the location of the post office.
These sites include the west side of T.H. 61, between 145th St. and 146th
St. as envisioned in the City draft redevelopment plan, the northeast
corner of Co. Fd. BA and T.H. 61, and a site in the Bald Eaqle Industrial
Park. After reviewing the sites, the Council indicated by consensus, that
the administrator should place the emphasis on the location on Forest
Blvd. between 145th St. and 146th St. and provide an analysis of each of
the sites to the Council at their meeting of July 1, 1996.
Mayor Miron and Leroux reported their attendance at a recent Lion's Club
meeting and relayed concerns from the Lion's Club regarding the cleaning
of the public restrooms at the city hall during Good Neighbor Days and the
Lions request that the City pay for the additional law enforcement
required at this event.
Miron made motion, seconded by Leroux: to have the City pay the additional
law enforcement costs for Good Neighbor Days.
Upon roll call: All voted AYE
The Mayor requested that staff review adding the extra patrol hours for
Good Neighbor Days to the City's law enforcement contract with Washington
County. Staff was also directed to look: at methods of increasing the
water pressure to the toilets in the outdoor restrooms by city hall and
adding the cleaning of these restrooms during Good Neighbor Days to the
City's contract for custodial services.
Leroux: and Miron notified the Council that the Lion's Club is still
interested in making a donation to the children's playground near city
hall if such improvements could be constructed in the next ,year.
At 11:40AM, Goiffon made motion, seconded Leroux; to adjourn.
