Leroux„ Miron City Attorney, Greg Galler City Engineer. Tom Angus City Planner, Ed Elliott City Clerk, Mary Ann Creager ABSENT: Andrew Goiffon ADDITIONS TO AGENDA Special Use Permit (Ehnstrom) Barnes made motion. Leroux: seconded, to adopt the following Consent Agenda: Claims for July 15, 1996 Charitable Gamblinq License (Blacksmith Lounge) Subdivision (Keystone Estates) Variance to Driveway Width (14020 Finale) All aye. Motion Carried. Barnes made motion, Leroux seconded, to approve the minutes for the City Council meeting of July 1. 1996, as amended. All aye. Motion Carried. EHNSTROM (SPECIAL USE PERMIT) The request of Lawrence and Kathleen Ehnstrom, 14043 Fondant Avenue, for a SUP to construct an •_0' x: 40' accessory building was considered at the Council meeting of July 1, 1996. The Ehnstroms' lot location was clarified, but no newly designed site plan had been submitted. Council member Barnes felt that the proposed building was inconsistent with the residential neiqhborhood, no hardship existed, and was concerned with two driveways on the site. Miron made motion. Leroux: seconded, to table this matter until the Council meeting of August 5, 1996, to allow time for resubmittal of a redesigned building. All aye. Motion Carried. WASHINGTON COUNTY SHERIFF'S DEPT. Sergeant Jim Fure was present at the meeting to see if the Council had any concerns, and stated that there were no particular criminal "trends" in the City. SPECIAL USE PERMIT (BURMEISTER) The Council reviewed a copy of the backq round information and minutes from the Planning Commission meeting of June 26. 1996 relating to Mr. Burmeister's request. The PC had tabled Mr. Burmeister's request because Citi Council meeting_ of July 15, 1996 Page a survey and site plan with well and septic locations had not been submitted. Mr. Burmeister presented the Council with a registered survey indicating the requested information. Miron made motion, Barnes seconded, to approve the request of Greg Burmeister for a SUP to construct a 60' x; 80' accessory building prior to the construction of a residence, subject to the following special conditions: I. Construction of the residence is to issuance of the Special Use Permit. 2. A letter of credit or cash deposit, submitted to insure removal of the residence is not constructed. 3. Use of the accessory building shall zoning ordinance. VOTING AYE: Barnes, Miron ABSTAINED: Leroux: Motion Carried. SUNSET LAME HOMEOWNER REQUEST commence within 18 months of the in the amount of $1,000, shall be accessory building in the event the comply fully with the City's Mr. Greg Sheehan, 12757 Homestead Drive, representing the Sunset Lake Homeowners Association, requested that the City erect, maintain, and enforce sufficient NO PARKING signs along 125th Street/Illies Avenue, at the south end of Sunset Lake, to preserve pedestrian and vehicular safety in this area. He states that it is the Association's opinion, that this will promote safety, reduce littering, and avoid trespassinq. The City had the brush cut within the right-of-way of 125th Street/Illies Avenue earlier this year. The City then received complaints from local property owners that this reduced the privacy along the lake, and caused erosion of the shoreline. In response to these complaints, Michael Lamb of Loucks and Associates viewed the area, and stated that the amount of land between Illies Avenue and the lake was too small to permit for planting trees or other vegetation, and that the brush, naturally on the site, would grow back relatively quick. Some erosion has been noticed, largely due to the action of wildlife and wind action. Adding riprap along this section of lakeshore has already been ordered. The City Engineer inspected the site and stated that there were sufficient NO PARKING signs. and that it is an enforcement problem rather than inadequate signs. Diane Coderre addressed the Council stating that there were many small children running along the lake area, trash left by fishermen, and shoreline erosion caused by pedestrian traffic. The Council stated that issues similar to those raised by Sunset Lake homeowners will be addressed in the City's Master Park. Plan, when adopted. Miron made motion. Barnes seconded, directing City staff to take care of the following: 1. Maintain trash pickup at the City's access located at the north end o the lake. City Council meeting of July 15, 1996 Page _ t. The City Engineer make a recommendation regarding parking and fishing from the road. 3. Install riprap, where required, and work with DNF for placement of milfoil signs. All aye. Motion Carried. NO PARKING ZONE (C.R. BA) The City of Hugo has received a copy of the driveway permit for Nadeau's Market from Washington County. One of the conditions placed on the driveway access to C.R. 8A is that the City must authorize the establishment of a NO PARKING zone along C.R. 8A, north of this parcel. Given the traffic at this intersection, and the location of driveways, this is a logical requirement. Barnes made motion, Leroux seconded, that the Council authorize the City Engineer to work with Washington County to establish reasonable NO PARKING zones along C.R. 8A, north of the proposed Nadeau's store. All aye. Motion Carried. ARCHITECTURAL SERVICES REVIEW COMMITTEE At Council direction, staff distributed RFP's for architectural services, develop plans and specs, and provide construction supervision services for a new municipal fire station. In order to assist the Council in short -listing the architectural firms to be considered, staff recommended the establishment of an Architectural Services Review Committee to consider the proposals and recommend three -to -five firms to be interviewed the City Council. This Committee should make its recommendation to the Council no later than August 9, 1996. Lerou>; made motion, Barnes seconded, authorizing the Mayor to appoint the Architectural Services Review Committee as follows: Jim LeroUX, City Council; Joe McMahon and Jim Wisner, Fire Department: David Schumann, Planning Commission (Chairman); and Tom Bena, citizen -at -large. All aye. Motion Carried. 1996 ROAD MAINTENANCE CONTRACT The Council consideration a Contract between the City of HUgo and Washington County for street maintenance services. The City's Finance Director estimated that this Contract will increase the City's street maintenance costs by 10%, largely due to the increase in labor expense. LeroUX made motion, Barnes seconded, to approve the 1996 Road Maintenance Contract, subject to the following changes: 1. Language should be included in the Contract to state that the County will provide the City a more detailed billing, on a monthly basis, for street services. The Contract should obtain a clause stating that work orders under the Contract may be submitted to the County by the City's Administrator, Engineer, or Maintenance Supervisor, only. All aye. Motion Carried. FIREFIGHTER APPOINTMENTS The Council considered a recommendation by the City's Fire Chief for the appointment of Dean H. White and Chad Olson to the Hugo Volunteer Fire Department on a probationary status. Leroux, made motion, Barnes seconded, to appoint Dean White and Chad Olson to the Hugo Volunteer Fire Department for a 12 -month probational period. All aye. Motion Carried. BCWMO HEARING A public hearing will be conducted on July 31, 1996, by the Washington County Soil and Water Conservation District to consider a petition by the City of Oak. Park Heights to dissolve the BCWMO. The Council, in the past, has supported either granting additional authority to the WMO to make it more effective in caring out its duties or establishing a watershed district to replace the WMO. It is likely that, if it is determined to dissolve BCWMO, it will be combined with another watershed district in order to provide sufficient tax base for full-time employees. The Council's position regarding that matter has been documented, so no further action is necessary. The Council then discussed May Township's dissolution of their Joint Powers Agreement with the City of Hugo. The Mayor has suggested that a final joint meeting be held to notify residents of the status of the project. It was determined that the Mayor will appear before the May Town Board at their meeting of August 1, 1996. COUNCIL VACANCY Public notice of the vacancy for the Ward 1 Council member seat was published in the White Bear Press on July 10, 1996, and individuals interested in serving on the Council were encouraged to respond to the City by July 26, 1996. It is expected that the list of potential candidates for the position will be made available to the Council on or before August 5, 1996. This item required no action by the Council. CORRESPONDENCE The Mayor received a letter from the League of Minnesota Cities requesting a payment of $42' from the City to cover costs to challenge US West's efforts to control public rights of way.
