Mayor Miron convened the special meeting of the HUao City Council at
7:7.5PM for the purpose of dealing with stormwater management issues in the
common i. t .
The city administrator provided the Council a proposed letter to the
Department of Transportation committing the city to the construction of
the service road along the east side of T.H. 61 from approximately 8A,
south to R.J.'s Restaurant. This action is required by the Minnesota
Department of Transportation to allow the construction of a temporary
driveway from T.H. 61 to serve the proposed Nadeau's Market at the
intersection of T.H. 61 and C.R. 8A. It is intended that this service
road will be constructed at the time when Highway 61 is expanded to four
lanes. The Mayor requested that additional wording be placed in the
letter indicating that the service lane would be constructed within the
state Highway right-of-way.
Miron then made motion, seconded by LeroUX to approve the letter as
amended.

Pete Willenbring provided the. Council with a memorandum outlining the
major drainage issues facing the community. The Council reviewed each
item in turn.
The first issue reviewed was the need to create a defined outlet from
Oneka Lake. This is a long-term problem, which Pete stated was the
subject of a study approximately ten years ago. It is technically
feasible to provide the outlet either into Hardwood or Clearwater Creek..
Given the extent of work proposed for Clearwater Creek: in the future, this
direction may be easier, especially if it is tied in with other
development activities in the area. Mr. Willenbring requested direction
from the Council on which way they preferred the water moved. Council
requested that WSB provide them a scope of work and cost estimate for a
feasibility study to determine the impacts of the proposed drainage
channel from the lake.
The second issue was the Clearwater Creek: Comprehensive Stormwater
Management Plan, a major initiative of the City which has been Under
planning over the last year. Mr. Willenbring informed the Council that to
proceed with this project, planning in sufficient detail to allow
permitting should be developed. Council 'requested that WSB provide them a
proposal for preparing the necessary plan and obtaining required permits.
Substantial discussion was held regarding the adjustment of the culverts•
along Hardwood Creek:. Ed and John Waller attended the meeting requesting
that the City adjust the culverts as quickly as possible to relieve
flooding on their property. Concerns were raised reaardino the condition

of the creek channel under the old railroad bridge of Highway 61, which
has become blocked with debris. Mr. Willenbrinq stated that the Rice
Creek Watershed District has budgeted for a study to determine the legal
grade and depth of the channel and to determine if any of the culverts
along the channel are obstructinq its flow. The Council directed Mr.
Willenbrinq to work with the RCWD in the preparation of their study in
order to insure that it meets the City's needs. The Council will review
the RCWD report once it is completed to determine if any additional work
would be required to develop the management plan for the channel.
In addition, Council directed staff to contact Washington County Public
Works Department to have the channel under the old railroad bridge
inspected and cleaned as necessary.
Mr. Willenbring and Mr. Hubmer discussed the City's draft stormwater
management plan with the Council, including issues which have been raised
by the water management organizations who have reviewed the document. Mr.
Willenbring requested that the Council consider becoming the local
government unit responsible for implementation of the Wetlands
Conservation Act of 1991, as well as becoming the permitting agency for
drainage plans. After some discussion, the Council stated its preference
that these services continue to be provided by the Rice Creek. Watershed
District, but the City will reserve the right to review this matter at a
future date. By default, the City will assume the responsibilities for
-the Wetland Conservation Act and drainage management in the Carnelian,
Marine, and Brown's Creek Watersheds.
Mr. Willenbrinq stated he had reviewed the report prepared by Montgomery
Watson for a proposed outlet from School Section/Goggins Lake basin to
relieve the flooding experienced in this area. He recommended that the
Council give more consideration to piping the water from the basin to
either Brown's Creek. or Long Lake since an open ditch would require more
maintenance and, potentially, be a problem due to freezing in the winter
months.
At 9:55PM Goiffon made motion. Leroux: seconded, to recess this meetino
until 9.00AM on August 28, 1996.
