The meeting was called to order by Hugo's Mayor, Fran Miron, at 7:45PM.

Hugo's City Administrator addressed the residents providing them with a brief
history of what has transpired to -date, as well as the funding sources that have
been researched. The only known source of funding is from the Army Corps of
Engineers. Shelley Holt speaking on their behalf, explained the funding process,
and it would take four to five years to implement the project.
DNR representative, Molly Shodeen, stated that they had just received a copy of
the downstream impact study, but stated it was known that there would be a
problem for brown trout when water was discharged in the winter months. She
also said that long-term costs could not be determined until the upper watershed
was fully developed.
Project engineer, Ed Matthiessen of Montgomery Watson, then provided a project
description and addressed adverse impact concerns.

Hugo's City Attorney, Greg Galler, explained the assessing process under
Minnesota Statutes, Chapter 444.
Residents present were divided into three basic groups with a wide -range of
questions posed based on which group in which you were interested:
1. Property damage because of high water.
2. Have no problem and do not want to pay for solving the problem.
3. Do not want water released on their property.
Hugo Mayor Miron read a resolution the City is proposing to submit to
Washington County encouraging them to assume responsibility for construction
and maintenance of a stormwater control outlet,
Miron made motion, Leroux seconded, to adopt RESOLUTION 1996-22, A
RESOLUTION REQUESTING THAT WASHINGTON COUNTY ASSUME
RESPONSIBILITY FOR THE CONSTRUCTION AND MAINTENANCE OF
STORMWATER CONTROL OUTLET TO CONTROL THE FLOODING OF
THE SCHOOL SECTION/GOG("INS LAKE DRAINAGE BASIN.
VOTING AYE: Goiffon, Leroux, Miron
Motion Carried.
Leroux made motion, Goiffon second, to adjourn at 10:30PM.
All aye. Motion Carried.
MAY TOWN BOARD
Adams made motion, Johnson seconded, to recess tonight's meeting at 10:30PM
until January 2, 1997, to OLD BUSINESS on the agenda.
All aye. Motion Carried.
