The meeting was called to order by out -going Mayor Walter Stolt man at
7:00 PM. The newly -elected Council members, Fran Miron, Andrew Goiffon.
and Marvin LaValle, then took their Oaths of Office.

Council. meeting of December 19, 1994, as submitted.

Barnes made motion, Leroux seconded, to approve the claims for 11anUar-y
1995, .in the amount of $28,356.12.

ORDINANCE CHANGE (JAMACA AVENUE TO JAMAICA AVENUE:)_
The public. hearing was called to order to consider the change in spelling
of Jamaca Avenue. There were no oral or written comments.
LaValle made motion, Goiffon seconded, to adopt ORDINANCE 95--295, AN
ORDINANCE AMENDING CHAPTER 278 OF THE HUGO CITY CODE BY CHANGING THE
SPELLING OF JAMACA AVENUE TO JAMAICA AVENUE.
VOTING AYE: Barnes, Goiffon, LaValle, Leroux„ Miron

HUGO SNOWMOBILE CLUB RADAR RUN
The Hugo Snowmobile Club is scheduling their annual radar run for February
4, 1995. Councilman LaValle questioned whether the City was approving the
exceeding of speed limits by endorsing the radar run. 'The addition of a
condition to the permit specifying that the event must operate within the
law was recommended to resolve his concern. The Council reviewed the
special conditions, modified them to make them current, and added
condition #19 regarding conducting the event in accordance with law.

Leroux made motion, Goiffon seconded, to approve the request of the Hugo
Snowmobile ClUb to hold a radar run on February 4, 1995, subject to 19
special conditions.
All aye. Motion Carried.
Staff was directed to request that a member of Washington County Sheriff's
Snowmobile Unit be present at the run.
ESTABLISH DATES FOR 1995 BOARD OF REVIF_W
Barnes made motion, Goiffon seconded, that the Cit;: of Hugo establish
April 17, 1995, 9:00AM to ll:( -)(-)AM, for the City's Board of Review, and if
needed, a second date of May 1, .1.995, at 6:00 PM.

1995 APPOINTMENTS
Miron made motion, LaValle seconded, to table the appointments to the
Board of Zoning Adjustments and designation of the official newspaper
Until the Council meeting of January 17, 1995.

Schumann be reappointed to the HUgo Planning Commission for terms to
expire 12/31/98.

The City of Hugo received a letter from the Government Finance Officers
Association stating that the City qualifies for a Certificate of
Achievement for Excellence in Financial Reporting. The Council directed
that the Finance Director be thanked for his efforts.

ESTABLISH SPECIAL_ MEETING/WORKSHOP DATES
Barnes made motion, Leroux seconded, to schedule a joint meeting with the
City of Lino Lakes on February 1, 1994, 7:00 PM, at a place to be
determined.

Leroux made motion, Goiffon seconded, to schedule a workshop for January
9, 1995, at 8:00 PM, Hugo City Hall, to discuss priorities for the Cit -;i, in
1995.
All aye. Motion Carried.
Miron made motion, LaValle seconded, to schedule a workshop for January
23, 1994, at 7:(--)U PM, Hugo City Hall, to discuss the City's Storm Water
Management Plan.
All aye. Motion Carried.
1995 WASHINGTON COUNTY SHERIFF'S CONTRACT
The Council discussed certain Contract charges to the City, and the need
for timely reporting and analysis being submitted to the Council.
Miron made motion, LaValle seconded, to approve the 1995 Law Enforcement.
Services Agreement between the City of Hugo and Washington County, and
authorize the Mayor and City Administrator to sign said Agreement on
behalf of the City.

RELEASE OF LETTER OF CREDIT
Miron made motion, Lerou:: seconded, that the City of HUgo release the
Letter of Credit #10533, in the amount of $8C)(-), for Birch Tree Ponds 4th
Addition, as all improvements are now complete.
All aye. Motion Carried.
LIQUOR LICENSES
The City Council was informed that a certain liquor establishment has
failed to satisfy/ the requirements for obtaining a new .license by not
completing the required applications and being delinquent in its City
utility bill.
Miron made motion, Lerou.; seconded, directing City staff to proceed with
enforcement of the City liquor ordinance, as required.

MISCELLANEOUS
The Council was requested to provide any comments they may have on the
Fire Department's SOP's to the City Administrator by the next Council
meeting.

LeroLIX made motion, Barnes seconded, directing staff to implement a
Consent Agenda for future meetings.

Miron made motion, Leroux: seconded, to adjourn at 8:40 PM.
