Goiffon, LaValle, Miron City Administrator, Robert Museus City Attorney, Greg Galler City Engineer, Joel Dresel City Clerk, Mary Ann Creager Councilman Leroux arrived at 7:10 PM. Miron made motion, Goiffon seconded, to adopt the following consent calendar: Minutes for Council meetino of April 3. 1995 Minutes for special Council meeting of April 8. 1995 Claims for April 17. 1995 in the amount of $58,045.19 Table consideration of Rock Crusher Ordinance revision until May 1. 1995 Approve Use of City Facilities by WBL Community Recreation Approve Request of Cub Scouts to Use Rice Labe Farb:. Building for One Day Approve Charitable Gambling License for Forest Lake Athletic Association The foregoing consent calendar was adopted unanimously. APPROVE ELMCREST AVENUE BRIDGE REPLACEMENT BID On March 20, 1995, the Washington County Public Works Department received bids for the replacement of the bridge over Hardwood Creek: at Elmcrest Avenue, and recommended accepting the low bid made by Midwest Contracting of Marshall, MN., in the amount of $105,869.00. The cities of Hugo and Lino Lakes share for this work.. based on the bid amount, will be $40,090.00. The Washington County Department of Public Works will administer the project for State Aid purposes, and the City Engineer will monitor and supervise construction. APPROVE PURCHASE OF RECYCLING BINS The Council considered a memo from the City Administer recommendino purchase of 21,00") recycling bins from Ellison Equipment, for use in the City's recycling program, at a cost of $1.=,040.00, plus sales tax. County Waste Abatement Grant funds will be used to fund the purchase Miron made motion, Goiffon seconded, to approve purchase of 2,000 recycling binds from Ellison Equipment, at a cost of $13,040, plus sales tax. City Council meeting of April 17, 1995 Page 2 PUBLIC HEARING (GLACIER INTERNATIONAL SURD) A public hearing was held to consider the request of Glacier International, 5211 130th Street. to subdivide Lot 1, Bald Eagle Industrial Park, to create two parcels of approximately two acres and one acre. The property is zoned industrial, and the resulting subdivision would meet the requirements of City ordinance. The intention of Glacier International is to sell the one acre parcel to Wilson Tool for use in Wilson Tool's expansion plans. The public hearing was called to order, and there were no oral or written comments. Barnes made motion, Leroux seconded, to approve the request of Glacier International, 5211 130th Street, to subdivide Lot 1 in the Bald Eagle Industrial Park into two parcels of approximately two acres and one acre. All aye. Motion Carried. ANIMAL CONTROL ORDINANCE Based on Council direction at the Council meeting of April 3, 1995, a revised animal control ordinance was reviewed by the Council. Miron made motion. Barnes seconded, to table this matter until May 1, 1995, to allow time for the City Attorney to make the requested changes. All aye. Motion Carried. FIRE DEPARTMENT STANDARD OPERATING PROCEDURES (SOF') LaValle made motion, Goiffon seconded, to table this matter until May 1. 1995, to allow more time to make the requested changes to the document. All aye. Motion Carried. CERTIFICATE OF OCCUPANCY Mr. Kien Peterson, the State's contracted electrical inspector for Hugo, has requested that the City Council consider adoption of a Certificate of Occupancy requirement for structures in the community, in accordance with the State Building Code. Mr. Peterson has experienced problems in conducting required electrical inspections after occupancy of these structures by homeowners. He feels that the requirements for a Certificate of Occupancy will provide for better code enforcement. The Council questioned the magnitude of the problem, and what effect adoption of this requirement would have on accessory buildings. Goiffon made motion, Leroux seconded, directing the City Administrator to draft a policy/ordinance requiring Certificates of Occupancy for all structures in accordance with the State Building Code, and provide information regarding noncompliance with the building code in the community. City Council meeting of April 17, 1995 Page _ CHANGE TO TYPICAL ROAD SECTIONS The City Engineer has recommended that the City revise its typical road design for streets, with a copy of his proposed design standards provided to the Council for their consideration. This action will require the City to amend its subdivision regulations requiring a public hearing. Miron made motion, Barnes seconded, to schedule a public hearing of May 15, 1995, at 7:05 PM, to consider revisions in the City's typical road design for streets by amending subdivision regulations. All ave. Motion Carried. WAGE RATE (BUILDING ASSISTANT The City's Building Official recommended increasing the hourly wage paid to the building inspection assistant currently employed by the City. This recommendation is based on the assistant's recent certification as a certified building official II, and the fact that the individual is entering his third season of employment with the City, and can perform most code enforcement functions with minimal supervision. Based on the 1994 data from the League of Minnesota Cities' annual salary survey, similar positions in other communities in the metro area pay an hourly waqe of $9.66 to $15.12 per hour with the average wage rate being $11.63 per hour. Staff recommended establishing the wage rate at $9.50 per hour, which would increase the City's expense for this position by a total of $2.239.12 per year. The added cost would be covered by the unbudgeted building surcharge refund to be received from the State this year. In addition, there is some potential that this increase in wages could reflect in higher unemployment costs for the City in 1995. LaValle made motion, Goiffon seconded, that the City of Hugo hire Vern Bartlette as a part-time, seasonal employee in the Building Department, at a rate of $9.50/hr. Staff is directed to develop a job description for an apprentice building official. All apse. Motion Carried. SUMMER MAINTENANCE POSITION Mr. Roger Bacon, the City's utility superintendent, recommended establishing a seasonal, part-time maintenance worker position in the City. Currently, the City uses casual labor to perform many of the tasks required to maintain the City's utilities. Mr. Bacon feels that it would be more efficient to be able to schedule someone on a routine basis to perform some of these tasks. His estimate for the number of hours required to perform general utility/ maintenance during the summer months was provided. He requested that Mr. Chad Norman, who has worked for the City on a casual basis for the last year, be hired as the part-time maintenance worker, on a schedule of five days a week., six hours a day, for the months of June, July, and August. Establishment of this position will have no budgetary impact on the City, as the current amount budgeted City Council meeting of April 17, 1995 Page 4 for casual labor will fund the position. Creation of this position will not remove the requirement to hire other casual labor at times when the workload is beyond that of a single individual. Staff recommended approval of the request. Durinq the Council meeting of April 3, 1995, the Hugo City Council established the evening of April 24th as a workshop to review and consider the proposed Woods of Bald Eagle subdivision. In January, a meeting was arranged for the same date between the editor of the Forest Lake Times, Howard Lestrud, and the City Council, to discuss the Open Meeting Law and the Data Privacy Act. Staff believes that the time required for each meeting makes it infeasible for both to be conducted the same evening, and that one or the other should be moved to another date. The Council determined that changing the meeting with the newspaper would affect the least number of people. Miron made motion, Leroux seconded, directing City staff to make other arrangements with representatives from the Forest Lake Times for another meeting date. All aye. Motion Carried. MISCELLANEOUS Linda Pierre, representing DoAll Services, appeared before the Council requesting that the City revise its refuse hauler ordinance to increase the number of haulers allowed to operate within the City from six to seven. They were denied a license to operate because of the number limitation. Leroux made motion. Goiffon seconded, to schedule a public hearing for May 15, 1995, at 7:10 PM, for the purpose of consideration of amending the City's refuse hauler ordinance to increase the number of haulers allowed to operate within the City from six (6) to seven (7). All aye. Motion Carried. Resident Walter Stoltzman asked when the compost site would be opened, and whether anyone was going to "turn over" the compost of the site. Mr. Stoltzman was encouraged to take on the task. The Council discussed the proposed development known as Mann Lake Estates located in Grant Township, and its impact on Hugo. It is their intent to use Hugo's roads, located in Round Lake Estates, as its access/exit to the City Council meeting of April 17, 1995 Page 5 development. Attorney Galler was directed to investigate options that the City has in which to prohibit such use of City roads. Miron made motion, Leroux seconded, to adjourn at 9:10 FM. All aye.
